owners to be additional hours to

part-time folks with the same
pay and the eligibility for

bill of rights those two
ordinances are historic you bill
of rights for tens of thousands
up to 40 or 50 thousand workers
in the city a product of organizations forming a difference board and strong isolation that advocated for
this for several years I want to thank President Chiu for his work in bringing organizations
together and also the board 40
organization coalition that was
led by jobs for justice next generation the california work
and family could coalition and the san francisco labor would you be able and many, many
organizations I wanted to
actress that this is groundbreaking historic legislation that will establish the board of supervisors and the
city of san francisco as the
first to insure that many low
income workers have basic rights
the bill of rights are that workers deserve predictable
schedules that are fair and
equality and railway workers
have the right for full-time
hours before apartment workers
and retailer workers have a
right to be paid a minimum
number of hours being on call to
work that are not given a shift
the retailer workers have the
right to keep their jobs nor 90
days if their company is sold
and for parity and fairness are the key prong
legislation also is a product of
organizing from a number of organizations community
organizations and the input of small business and business
sector as well lifting workers out of poverty as this
legislation will help to raise
the minimum wage but courage
full-time work many folks are not just living paycheck to
paycheck by hour to hour and
suffering from ironic schedules
that will help corp retailers
have jobs that are more
sustainable we have corporate
are retailers abuse retail
practices are causing instability for people that
serve our food and stock our
shelves and sweep the floors
this effects the morning for the
la at a whether or not they
receive the ability to balance
the lives and work the people
that get the hours they need are
vulnerable to poverty one in 4 involuntarily apartment workers
live in poverty vs. One in 20 full-time workers strong wages stable hours and same schedules are the basics
that families and workers in all part of the community deserve to
build a life in san francisco
this legislation will make san
francisco a great place to work for tens of thousands people
keeping the workers working we
need to race the welcoming in
san francisco with the prop j
package and the economic that is
leading to more the have and
have nots in the wealth gap and like the minimum wage paid sick leave and health care ordinances
in our city the city should continue on a path that's
healthy for all of us I urge
strong support as we magnified
and supervisor kim supervisors
and President Chiu not seeing
this as one piece of legislation
but all cities to follow suit in
the state and federal level to
have the fairness for many low
income people in the city with
that, I'd like to thanks President Chiu for his
incredible work on this piece of legislation
supervisor breed is next on the roster.

amendment for janitors and many
of the contractors employ people
that have varies employment and
have a hard time finding jobs I
was concerned this could have a
chilling effect on the hiring
but many of my colleagues see it differently I looked at specifically what we're requiring of the contractors and
under the language in 3300 f dot
e and 340 odot f g contractors
operating will be required to
comply with those ordinances as soon as the ordinances goes into
effect any concern is those existing contracts were likely negotiated before the legislation came up and the contractors May not have a way of knowing what it is that
impacts them or 0 how they're
expected to comply under the legislation formula retails will
be required to disclose the
regulations yet there are no such provision in existing contracts my office discussed
that with donna what the office
of labor standards I was hoping
this could be resolved but Ms.
Levitt pointed out that will be difficult to identify who they
are and how to reach them I
drafted a brief amendment it
requires the formula retails to
comply under the organizes this
is unsubstantive Ms. Levitt and
the office of labor standards
support that and local 87 the
janitors union I know that President Chiu last board
meeting after all the amendments
we've thrown at him and
supervisor mar I can't bring
myself to rain on his parade you
I'll introduce this at our next

like to begin by thanking my
colleagues 0 who are co-sponsors supervisor kim, supervisor avalos, supervisor mar and
supervisor farrell I want to thank my staff chief
of staff hillary that has been
working on this for quite some time and following organizations
that support it the equal rights
advocates and the california
charter of the women the legal
aids society and san francisco
political committee and the
asian law caucus and the
california teachers association
and nursing association the
national union of local 21 I
know there are a number of
individuals in the audience who
are here to physically come in
support of this legislation and
ask them if they can stand so we can acknowledge all the
individuals here in support of
this legislation thank you very much thank you.
>> let me say that as you
recall out of respect for my
colleagues who wanted additional time to consider this piece of legislation I voted in the
continuance of this law
since that time the commission
on the status of women held a
hearing and spoke to the human rights commission that didn't have critiques about the
ordinance this morning we met
with our city administrators for
the departments under her leadership can chiropractor to
implement the law and if you
pass this law today, we'll begin
a long process that did not have
contractors submitting equal pay
reports until the ended of
January 2016 we must first
challenge an advisory committee
to hold he several public
meetings in which the board will
allow the city to identify
evidence of wage discrimination as well as the burn on contractors
I want to address some of the questions and concerns that have
been raised by a number of folks about the ordinance first of all, many people have
asked what the fiscal impact of
the legislation is and I know
that our budget analyst harassed
looked at the issue the director of the human rights commission
teresa estimates she'll need a one half to one full-time
employee to implement the law
and certainly has the budget process begins I'll be recognizing for that to be
included in the budget for the human rights commission
we also decide on the best we'll
be discussing on the best data
collection system to implement
there maybe a need for an
amendment for the amount of
money that is $50,000
so overall the impact in terms of the financial gang on the
city will be minimum and even
with some of the issues that
have been raised we building
this does noted constitute a
financial impact to require this
be sent to committee certainly self-meet the threefold by the city and board the fact that wage discrimination is already
illegal had he has been illegal
for more than 60 years the
reason the problem persists this is a secret what happens in terms of how
people get paid is something
we're not supposed to talk about
and women continue to be
shortchanged because they know
that they don't actually know
they're being shortchanged
that's why this issue remains
unchanged since the federal
government made the pay
inequality illegal second where
wage discrimination exists the
employers set an equal pay by asking the employees to report
compensation to the city we're
asking city contractors to unconscious take a look at how contemplation works for them I'll give you an example something that was pointed out during the meeting of the
commission status of women
merna who is the executive
director of jamestown community
center testified on the status
of women upon hearing about this
piece of legislation she asked
her home sharing employee to
prepare a report to understand whether or not their disparity
of pay between men and women and
we're talking about a pretty open-minded equal organization
and even in that organization
merna was surprised there's paid
discrepancies she couldn't
provide but for this law this
was something she wouldn't have
looked into we believe it will
be the 88 same truth, in fact,
the enequality exists by
something people are not
unconscious thinking about that will benefit not only san francisco workers but insure that san francisco continues to
lead the way the same way we
have on a number of issues we
take the example of the domestic partner benefits owners we were
the first city to require that
those who contract with the city
provide the same rights to the
same sex couples it led to san francisco providing the benefits
and othe fact we have a responsibility not only to
protect our workers bus because
of the history of san francisco
leading the way on civil rights issue it impacts what happens to the rest of the state and country
much has been said about the impact on small businesses and nonprofits on the commission of
the status of women at the board
of supervisors that issue has
been raised there has been the
complaint that requiring the
reporting of this information is
two bumping to comply but
without knowing the requirements
it is the fact we've got work to be done by a advisory committee to make sure that we minimize the impact on the small businesses
but I want to note a couple of points first I don't believe
that reporting requirements is
that onerous new mexico has implemented a program for the
state for 4 years in that state
the entire state has received no
complaint from 9 contracts in
fact in a letter the architect ordinance businesses in the state of income.
Mounted no opposition to the
requirements of their law if a
business is larger if a business
is larger it certainly has an in
house outside contractors that deals with those kinds of issues
if the company is smaller the
low numbers of the employees
will make the annual reports very simple and finally if a
business wanted the privilege I think that supervisor kim noted
that when we first discuses this
item if a business wants the
privilege of a contract paid for
by city taxpayers the business
should have exempty by setting a
20 ordinance compliance with
this law according to the
coordinating only 11 percent of
city contractors will be
required to comply with the law
the contractors we will be
impacted by this there's a compliance requirement
for that $50,000 grants or more
and if you're a successful person the program is expanded
I want to note that teresa
sparks the director of the human rights commission talked about
the collection data and race and
gender in her memo she talked
about the fact the employers
know the gender but not the sex
and hard to can gories we agree those are complicated questions
that need to be considered the equal advisory committee is the
best body to do that that's why
we didn't prejust those issues
but have a transparent and inclusive policy for those to be addressed colleagues, we know that the
problems of equal pay for equal
work exists it's a major problem
and that counter accountability
measures are not working we need
solutions last year the city
paid $5.2 million to vendor this
has the potential to make the meaningful change again, I want
to thank all the people that have been helping my office in support of this legislation and
I want to just make a couple of
points to close one I'd like to
make a motion to amend the
motion in two ways the first one
on page 5 lines 19 to 20 and 24
and 25 mark a motion to amend
this by contractors have to
submit equal pay to January 21st, 2016, this will give an entire year for the city
to put this in place it allows flexibility to make sure this is
done properly and the section
amendment on page 6 lines 2 to 3
we are adding language that any information in the equal pay
report protected by the right to privacy under the constitution of the united states will be
protected by the city it is the practice of the city attorney's
office but we want to codify
that to apply the final points
my understanding supervisor tang
st. Is going to release a couple
of amendment to the board of
supervisors I think there is
nothing in this motion this ordinance that precludes that
from happening but a need for
clarity I'm happy to do that but
the second amendment as i
understand an amendment to
increase the threshold from
$50,000 to $100,000 for entities that receive city grants I'm going to speak against that
amendment for a number of
reasons one because I believe
that we have yet to fully
understand the indications we're talking about few institutions
that will be covered by this
ordinance and doubling the threshold would have severe
impacts in terms of who is
covered by this requirement the
second point I think if we have to respect the process that's
been followed we'll have legislation that was introduced several weeks ago we had a
hearing at the commission on the
status of women no amendments
were offered at any of the
meetings my understanding is the
impetus of the amendment
changing the threshold relatives
to concerns about the department
of youth and families
my office has contacts the city
department and we have not heard
from them we have requested they provide changes they have made
and in the last few weeks we've
yet to hear from them to make
the amendment on the day of the
vote would be inconsistent the fact that no one disputes
this is a problem to the extent that san francisco remains the
most unequal city in the country
that inequality will not be addressed until women are paid
fairly and until we make a step
and do something this is an
opportunity to do piling that to
finally take alex action and the
last thing I'll say we were very
cautious in drafting this piece of legislation we actually
create a period of time for all
of the parties involved to work
best method to implement this
law we're talking about this law
not being implemented until January 1st, 2016,
that's a long period of time for
us to figure out the best method
to collect data at the end of
the day the basic thrust of this legislation is simply collect
data to require the reports be
for the city that's not too much
to ask I respectfully ask for your support. >> thank you supervisor tang.

for making the implementation
dates until January 2016 and, of
course, for continuing the item
for the three weeks to look at the legislation
so I thank you for that I do have a conversation with the supervisors office today and
I know you're not a psychic but
I brought up things that you've
disregard with so today, I was
prepared to speak to how the
search-and-seizure board I want
them to address the threshold
amount which dcwf has brought to
me and others I understand that
you couldn't have foreseen I
would propose this amendment but
during this review process
they'll seriously consider the
nonprofit do grantees I've mentioned at our last meeting
prior to the continuance to make
sure that the sires body to spell out how their collecting
data that some of our nonprofits or contractors are submitting already to our various city
department and repurpose them in
a way not to be bumping how it
is you're going to analyze the
data and how it is we're going to be catering this legislation
it is one I support I support data gathering and intend to
support this legislation I think the basic amendment I'm planning
on macon page 13 on line 3 just
asking that the advisor board
have a consideration within 6
months w
board within 6 months to simultaneously finds out the
implementation process that is not the legislation noted
preclude that from happening I
want to make sure this is being implemented by the board of
supervisors they they have a
chance to provide feedback that
maybe possible and again, I the
say I don't appreciate my Miss Characterization it is an important issue I support and
simply want to make it better
and smooth process when it's implemented so with that, I make a motion. >> I neglected when supervisor

ordinance here in san francisco
I've mentioned that why I
supported in a couple weeks ago
this doesn't set the
infrastructure by which we will work with an advisor committee
to how to pass legislation that
insures we are submitting and
insuring equal pay for equal
work for women that work and are paid for by are typewriter dollars here in san francisco
I wanted to mention my support so far supervisor campos and supervisor tang's amendment and
I certainly think they provide a little bit more clarity in terms
of our exceptions for the
process in addition to giving
more time more thoughtfulness
how to get the issues for equal
pay for equal work without
overwhelming our contractors and organizations but I appreciate supervisor campos story about one nonprofit here in san
francisco I anything else that
most of our nonprofits want to
be able to amelia rate those
issue but not aware of it and
will make the changes self-they
knew they weren't paying their
female workers the same as other
workers I'm excited to pass this legislation I'm committed in working with the offices to make sure we have a structure and
process and all the input it put
into place I wanted to also
remind the members of the floor
on page 13 on line two to four
it is spelled out the advisor
board recommendation shall include recommendations for
additional owners if protective
change is necessary to implement the recommendation
the coming year we'll have time
for the increase in thresholds
that's recommend inform the process particle for the
nonprofits that get $2,000 I know that supervisor tang harassed brought up I'm
committed to working on to
support those changes if need be
the final goal we need to get this process starts it's
something out of want has called
for in D.C. And I'm excited that
san francisco is going to follow and recognition supervisor
campos and his office and hillary for moving forward with that complex ordinance to get
this process forward so we can
see a city that says anyone that
is getting paid by our taxpayer
dollars are condominium to equal pay for equal work >> supervisor avalos.

legislation and supporters this
is groundbreaking we're providing an ordinance we're gathering information for an
ordinance that will insure that
women receive equal pay for equal work it's groundbreaking
and now on the other places in san francisco it is significant
I want to thank supervisor campos so far bringing this forward talking with someone
they suggested is there a way to actually loop in people who
receive a tax break from the
city perhaps like our tweeter
tax break or you know, I thought
it was a useful idea one worth
checking out but I think that it
legislation should move forward
I think we should probably
engage in a further discussion
to expand to add in companies that receive a tax break from
the city I want to suggest along
with supervisor campos that
ascent is to duplicate the file send back to committee with our
name on it as the author so we
can vote when we explorer the idea of looking at people that
receive a tacks break from the city
I think that creating that
relationship they have voluntarily apply for the tax
break we can ask them how they're doing in making sure that women are being paid
equally for the same work that
men do I ask a motion to
duplicate the file and, of
course, the one that remains here move forward.

really important we take a vote
on the ordinance as proposed
today and as I understand the motion by supervisor avalos
we'll be able to do that and the
reason why I seconded the motion
I think that as the current version of the legislation moves
forward it is appropriate for us in committee to discuss whether
or not we should add to the
requirement that exists in the
law that currently is drafts to
require those entities that want
to get a tax break from the city to actually provide the information I think that's
something that makes a grateful
of sense and at a minimum deserves more consideration and
the motion will allow that to
happen the fact is the same principle applies anyone that is getting a break and enter from
the city whether it's by way of
a contract or tax break should understand that with that
benefit comes the idea that you report on whether or not your painstakingly men and women
equally it's in that spirit I

just wanted to also weigh in and
thank supervisor campos for to
get this discussion going as we can subtle we're going to continue having this discussion
the fact that it is illegal to
give different pay for gender
and we don't have enough information to see whether or not it's true is important we
collect the data
I was as a father of two
daughters and my wife still
works and I would if I'm looking
at the situation peron where
personal or for the people in san francisco it's important for
us to get behind what is wrong and make sure that everybody
gets equal pay whether it's
could be a pattern where even a
reverse on that but I doubt as dominant as women getting paid
less than men I was ready to
vote on it a few weeks and ready now. >> supervisor mar. >> thank you supervisor campos for bringing this forward I know
there are generations and
decades of activists that are in
the audience and also following
this I think the culture of
secrecy around description is
something from the merna work at
jamestown to bigger entities
like sf general this is to
address it in an continental way
with the recent package of the
workers bill of rights that
impacts immigrants and people of
color it is a step towards equal
pay I know there's a long way to
go I want to thank supervisor
campos and hillary for making us
aware of the new mexico.
Executive order and the coalition of women's organizations that brought this
forward for years and thank our
strong wemgz leaders for keeping
the pressure on this board and
city hall to make sure we have
wage equality and address sexism thank you. >> supervisor campos.

things that was moving for me in
the process of working on this
piece of legislation was seeing
especially how some of the older
women share their stories
we heard in that chamber
scombrain morrison who now in
her nos talked about how the
company that she worked for as a
woman it was very clear she was
never going to be promoted in her experience training a lot of
men that came in that company
and went on to become you know
her bosses even though she was clearly nor qualified
I want to take a personal note
the opportunity to thank all the
women who have shared the
stories with us and the one
thing I'll say to the jane
morrison's of the world of san
francisco I'm sorry it took so
long to get to this point but we
have knives and daughters and
sisters the hope that the young
girls and women that live in san
francisco will not have to go
through that because of those types of efforts thank you.

decided to retire from teaching
and take a much deserved sabbatical after 20 years ready
to move open to future projects and wanted to take this

induction into the martial arts
of familiar and the film chasing
the dragon it's impressive but I appreciate the most his dictated
service to community he's served

project moving forward in
January and residents met with
me I met with different project sponsors as well this is has
been a long time in the works I'll say that there are
supporters of project and opponent so we have people from
the neighborhood on both sides I do feel very strongly that we
need to look at this issue
within a board complexity of the stock of are we talking about
controlled housing within our
city and losing rental control
units over one thousand per year
we're noted building that many
it is rapidly stling this
project will xoosh two residential units and will
replace them with 6, 3 bedroom
unite increasing the housing
stock but eliminating two units
of rent control and each other
also I'll say the demolitions of the building like this are not
in the richmond district by throughout the city I'm trying
to keep that in prospective we
have to focus on sections 303
and 317 from our codes I want to
say I was trying to look at the
infraction framing we're trying
to make tough decisions one year
ago the mayor ed lee issued a
directiv 1301 for the preservation of housing stock
any read of that directive we
should be doing everything to preserve the rental housing
stock as we're going through building more market rate units
especially and also trying to
understand how this to listen to
the san francisco housing plan
with the objectives one, 2 and 4
that really promote the preservation of the existing affordable housing stock in our city as well
with that, I'll say that the
residents who are in support of
the appeal I feel they're raising significant and
important concerns about the
loss of this affordable housing
and whether a project like this
t is fittings within our mayors directives and so I'll look forward to the testimony from
both sides but I have those
concerns of the loss and don't
guess of rent control housing in our city

supervisor mar the appellant Mr. Wimdz. >> thank you President Chiu
steve williams on behalf of the
appellants in this case and the surrounding property owners and residents thank you supervisor mar so far that introduction
and that is the focus of our
appeal so those concerns around housing
we're here to challenge the planning department conditional use authorization for the don't
guess of a building on the
corner of 26th avenue and
clemente street that has is two affordable housing the subject site in the outer commercial
district and the subject lot is
one of two development lots on
that particular block that is sdoebd within the commercial
district if I could have the
overheadtrict the rest of
the block is zoned residential
planning department approval the
conditional use authorization
demolish those at a supplied
vote of three to four with commissioner wu and commissioner
moore voting against the
authorization and in favor of
saving those affordable unit
departments analysis in this
sustains is simply wrong the May or May not finding this project
is necessary and desirable for
the community can't possibly be
sustained there's an overwhelming policy
and humanitarian mandate by the
affordability choice so the
board should deny it and help
the affordable housing
unit are those my words, no the departments words
I invite I to look at the
departments analysis that has a
merger under section 317 please
review the attachment as
exhibit 3 and 4 which are the departments analysis in
exhibit 3 from July of this year
and the merger of 3 units on
third avenue in the richmond
district and exhibit 4 from this
year for the merger of two flats at 812 on green street if you
read those are analyze done by
the department the department statistics there's an
extraordinary and exceptional circumstance created by the
affordability crisis in response
to the directive from the mayor
which is attached to exhibit 2 and the department has said
therefore we have to deny all
mergers not losing a single unit especially affordable units in
those circumstances the analysis
was the elimination of smaller
and affordable units and
replacing those with lesser
units it inconsistent with the
general plan and both the
exhibits 3 and 4 says that that
is inconsistent with the general plan
the department inexplain ably
reaches the opposite conclusion
and called the new luxury condo
to be put in on clemente department does note tyler
balancing going on there are
policies and regulations and the
housing that are in conflict
there's tension between the creation of less affordable new
housing and the retention of
those smaller affordable rent controls
this is nothing new that is this
issue has existed for decades
the resolution of that is also existed for decades
it is found in the priority
policies of the general plan
established by prop m as I spell
out on page 2 of our
supplemental brief the priority policies were specifically
established to be the basis on
which inconsistent in the
general plan are to are resolved
if the department finds itself
in conflict with building new
concussion it has to find in favor of preserving the existing
housing this is what the
policies are for and why they're there department and developer failed
to address this issue at all
they don't mention the priority policies
not even referenced in either
brief
albert einstein said one can't simultaneously prevent and
prepare for war it it doesn't
take a genus to see that one
standpoint simultaneously
prevent the program and at the
same time allow professional
developers speculating in our residential neighborhoods to
demolish sound affordable rent
control units every don't guess the sound like affordable and
rerld units is a direct attack
on residents rights it's an
attack on the integrity and an attack on the promise made by
the establishment of that system
the failure to enforce the
policies is one of the rot
causes of the affordability
crisis in this city
most recent controllers report referenced by supervisor mar
tells us the city has losses
more 2 thousand rent control
units others as metcalf over at
spur and the tenants union say
it is much honoree that they're
being lost to demolition or converging and replacement with
no construction that is not
subject to rent control during this crisis every
supervisor and every elected
official for the city has you
talked the talk wanting to fight the affordable crisis and
wanting to keep the poor and
less affluent in our city this
is where you get to walk the
walk and show the talk is more
than empty words and you care
about displacement and ugly be
the check and balance against what the mayor says in our residential neighborhoods
the department analysis is full of excuses
it says we can demolish this this is not currently occupied
so the price is going to start
at market rate we're getting 6
units when it is actually 3 but those wonderful units the department gives the excuse
those are bigger and better for families
those are only excuses to allow the existing affordable housing
to be demolished and to allow
the profits for the developers
those excised are not policy and
if you think about those excuses
carefully what you're going to
see this is also the can I
nobody tears down samuel
affordable units to build
smaller nobody tears down small affordable units to build with
less decency that t this is
going to happen if you allow
those flimsy excuses not found
in the policy or the housing
elements if you allow those
flimsy you excuses to somewhat
our your supporting a excuse
that didn't exist and an
exemption that will completely
and utterly swallow the rule it's been xhoovent or
inconsistent the long term
retention of sound ooblth affordability rent control heirs
as it states in the policy the
number one priority policy to be
held above others is to skweefr
and protect the existing housing and neighborhoods and in order
to preserve the cultural and
economic exist of our city
that's what is being lost by the failure to enforce those
policies by the depended this is
what the case is about we urge
you to support the appeals and I

units but rent control housing
is the largest portion of affordable housing, however, annual reports from the
controller notes that the number
of rent control units t is
eroding according to the report
of 2009 and 10 san francisco had
one hundred and 75 thousand plus
rent control units in 2007 to
2009
by 2020 or so the rent control
unit has dropped by 4 thousand
and 32 to one hundred and 71
state law prescribes the rent control by residential building
inspection constructed after 197
will lots on which units have
been removed forever from the
rates of lots regulated by rent
control we urge you to don't
guess the rent control units and
to pearl I live 3 and a half
blocks from the place I urge you

doubled we're trying to hang
into ours we're trying to
support this on clemente and
26th to hang onto theirs.

planner that is conditional use
for this particular address 395,
26th avenue we've sent a letter
I'll go over our response this
project I'll show you a little
bit sfgovtv this is on the corner. >> sfgovtv. >> thank you very much
site measures one hundred and 18
square feet on the outer
clemente the current lot contains a mixed use building on
1/3rd of the lot it is vacant with 3 vacant a commercial space
and 3 bedrooms in total and two
different units there are also 6
parking spaces provided in tampa done non-conforming in the front
yard and don't guess of
that existing building
subdivision of the lots o lot
two lots of parking spaces and
two garages and 8 hundred and
foot square feet of commercial
space and the 6 units contain 3
bedrooms for a total of 18
businessmen's that's the project before the board now
specifications
concerns of the appellant
whoops I think-so for this
particular project I knew I shouldn't have-
cu has been approved by the
police station under the section
this is the project necessary or desirable for that the
neighborhood and compatible with
the neighborhood we are familiar but in addition, this particular
project needs to be reviewed
under the section that I review
for the loss of dwelling unit as
within the commissions
discretion for the weight of the
criteria now the cohere 0
belongs to the board first, the
concern regarding the demolition
this is the key part those two
units will be replaced with 6
new units a net dollars have had
units and replaced by 15
bedrooms through the existing units are subject to rent
control they would be rent out
at current mandatory as the new
units will be in addition the
appellant claims it was contrary to public policy
we described it our memo the
project is unbalanced consistent
with city policy and the
necessary finding for conditional use and the removal were found and approved by the
commission now, it's good to note the finding of the
consistent involve a balancing
of all of overall consistency so
the board should reexamine the
finding perhaps this project
talked about the city's crisis
we look to you how the policies should be interpreted don't be
mislead by the journey for the
appellants you've mentioned past
cases the board has denied units
those with not new housing
instead those were mergers where
the city sees a loss of units we
disagree this approval is
contrary to all public policy
the general plan policies
courage the retention of the housing and it is a rare project that is consistent with all of
the policies in the general plan
and the planning code therefore
the quest remains unbalanced consistent with the general plan
101 and in this case, the
commission felt the answer was yes. >> so in addition to the policies that are outlined I mean, I'll go over a few from
the general plan and the housing
unit objective one identify and
make available for development
for the housing needs especially affordable housing now here on clemente corridor
that is a great location almost
1/3rd of the existing lot is
surface parking for cars not
people policy 2.1 discourage the
as subscribed it results in a
net increase in 4 units the
commission in their determination felt it sufficient, of course, the new
units will be made available at
you current market rate but so
will be the existing units
policy 4.1 develop new models to
fiemdz with children our commission heard a grateful of
lack of family housing in the
city we have existing 1 and 2
bedrooms awe piece and those-
number 2 the appellant does not
meet the criteria for don't
guess it must be considered but
up to you how to weigh them and the commission felt in this
case, the project meets 13 of 17
criteria and therefore they May
be finding in their approval the
net gain of 18 bedrooms and that the scale of the project is consistent with the neighborhood there would be no significant
impact to either of the streets or muni and to replace those
building would be consistent with the density of the
surrounding neighborhood it
therefore it is appropriate for
this site third, the appellant raises
questions related to the
decision made pay the zoning
administrator and in raising
those issues the appellant
challenges the variance those
decisions are appealable thus I
can go through detail if you want
that finally the appellant is
concerned this lot is what they
said in their documents did be
density a not maximum missed neither the general plan
describe a density awhile other
cities search warrant May have a
density in rich areas san francisco does not instead san
francisco says here's the most
you can build and the housing
has policy elements we know in
the general platoon there is a
growing need for larger units as
extended families increase and
more households stay in the city
the appellant is correct so four
units is correct it's not
uncommon because there are so
many other requirements and rear yard that apply
so although the property is less
than the maximize density the property will be closer in
k3406r789 with the density of
the area
so in conclusion so the following reason the department
recommends that you uphold the
decision to grant the conditional use authorization for the project.

staff so from what I've seen
this project is sound; is that right? That's correct
>> so it's not a situation
where it is delipidated falling apart building. >> that's correct.
>> so this is demolishing a
sound two unit rent control
building which can't be
remembered with rerld housing stock.

>> and so I know the department
has argued this has been vacated
since 1996.

>> so a look at vacancy not
caregiver but paying tenant I
understand that argument is not
persuasive doesn't have to be
left vacant it doesn't move the
dial one way or the other to preserve the rent control housing stock
you know the argument that the
department makes whether it's
new housing here new
construction or the existing
building that when and if it is
rent ought to be market rate you know, I guess I want to push
back against the argument this
is true I'm presumably the new
construction is going to be a
higher rent than the old construction the nature of how
rents work but the other piece
of that is awhile it's true that the initial rent of the existing units will be market rate if
it's rent out at some point in
the future it will become rent
control with the annual limits
so theirs stability on the
pricing as opposed to evict
without cause or raise rents
sometime advertised a
significant way so I-i'm not
per situated by the argument
there is a difference between the two
I guess the question I have
because this is a it's
challenging situation because
I've been a pretty consistent supporter of creating for
housing so all of the things
being equal having of unites on
site instead of 4 consistent
with the neighborhood oriented
can be a good thing I also know
in giving the housing in this
city to be sustainable losing
rent control unit you can't get
them back when we approved the
park merced we were able to
replace the units with new rerld
unit the city defended that I
guess my question this May be
for that the city attorney this isn't a development argument could there be a condition
placed in the cu that the new
units have to be rerld or
somehow the equivalent of rent
control like park merced.
>> the provision is included
that allows the city to explores
rent control on a new unit or otherwise not subject to rent
control if there's a voluntarily agreement and the property owner
is getting something out of it
that's what happens for example,
in park merced if the city want
to reaffirm that with the type
of condition on the unit this is
something I would explorer with
you I would recommend that the
board continue the item for two
weeks so we can explorer that
and I can give you some high
quality advise in two weeks.

question we were not going to
lose an implicit exception and
they were going to be remembered

something to consider because if
you can replace two rent

little bit more challenging to
do that there the developments I
will be interested in thinking
about because the idea of demolishing sound rent control
housing stock and replacing it
with non-rerld housing stock

to make I wanted to ask questions of the planning department I think there are a number of positive things as
mentioned by staff the creation
of 6, 3 bedroom unit is
extraordinary and having looked at a lot of massive development
in the district I represent it
is still nice to see the
developers made the commitment
so we see it's largely studios
and bedrooms a struggling of 2
bedroom units we have a need for
multiple apartments here in san
francisco I was going to ask the planning department how many
bedroom units have been
constructed I think 2007 do you
have that data point I.
>> through the chair emry rogers in the city's housing
inventory the number of housing unit built by building type you're interested in the number of bedrooms.
>> 3 bedroom units.
>> let me look and see I'll add this is the commissions decide
was one that was debated by the
commission a closed decision and
certainly not a clear-cut issue
certainly the production of more
housing units but finding that
point is difficult we appreciate our guidance and get back with you.
>> I think I'm you know on the
one side I'm conflict by the
demolishing of two rent control
units the project is adding a
positive value to the city I'm
sure you're aware of we can't
build for rent control heirs-
this is protected by rent
control and others who are not
they've seen extraordinary hikes
and so the protection of this housing stock is important.
>> I'd like to add to the city attorney's response, of course,
there are development argument
you can get rent control housing
but there has a ellis act rent control a that's included but 0
a that's for a point of information.
>> I think I found the data
point out of 1 one plus
according to the 2013 only 23 were 3 bedroom units the
richmond is a great neighborhood
to add those types of apartments
but I'm stuck whether or not we
have to demolish two rent
control sound but we have
vendors that or I can't begin to initiate a discussion because
that's a bottom line so I guess
the question it came up in the appellants brief what could you
build on the lot next door you
you know look at the google maps it is fairly large what's the alternative and the second
question was there exploration with the project sponsor on if
we did allow for the demolishing
if they'll agree to two below market rate unit for the project
of this size I know that will
make me more open I would like
to build for housing this is a step in the right direction but
I'd like to work with the
developers to make sure that a
few units are daeblthd to the mayor's office of disabilities program what kind of
alternatives we've explored with the project sponsor.
>> so a lot of those questions
it will be great to ask the
project sponsor if you look at
the exist the lots xhrths to do
a new project and preserve the
existing project we'll need to
preserve the rear yard there
will be not that much room for the backyard.
>> can you explain that why
preserve the rear yard and open space.
>> there's more flexibility
when you consider a new project
together and so the new project we're looking overall at the
open space that is provided and configure the two buildings to
use the roof as american people open space jointly to help a
make-up some of the loss of the
open space that's lost under a
configuration general they're an
the corner of the 6th street and
the next lot is dedicated to parking generally we'll keep the
rear yard with the existing
housing and generally look at
the parking area that is
potentially a substandard lot
love problems trying to fit a
new building open the substandard lot was not considered by the commission.
>> I know that the project sponsor has to apply for a
variants and want a variance on
the radish simulating you're
describing you're saying not
demolishing the knowledge and not create a surveillance because open space open the rooftop.
>> so the variance was for the
amount of radish priorities with the zoning administrator
considers are not within the
appellant are there extraordinary cascades open
spaces being provided in general
to see if their comparable open
space to be provided the da
approved it on the ground floor
why there was no yard and the
rest of the 4 stories compliant
and on the other building two
feet short to the zoning administrator felt the rooftop
made up for the loss and if you
have key building there maybe less flexibility. >> I appreciate you answering
the question it didn't look like
it is completely out of the realm of possibility but chablg
for the project sponsor to build
on the existing vacate area of
the lot I think based on some of the information we have right
now I'm not the move is for a
turns to explore other alternatives I'd like to see
more density and housing I love the 3 bedroom units and I think
we have to do this in balance
with the loss of rent control
housing that's clearly became a
proprietor with the players particularly in the housing
market I'd like to find a solution to address those
potentially but I will also
reserve some of any questions for the project sponsor thank
you for your response.

>> yeah. I want to answer a few of supervisor kim's questions in
January of last year when I
office convened gabriel the
architect and tom the owner and
a number of the residents I know that that was a concern expressed how to preserve the
two units of housing that is
when amy lee working with the project sponsor in our office has been discussing that there was an effort to try to figure
out a win-win for the project
could preserve those two units but still move forward as others
have said there are benefits
from a project it's right bid
hard knox and the theater there's a need for housing in
the city that concern of the loss as supervisor wiener
mention if you demolish two
units of rent control housing
you're not going to get that
back but working with the project sponsor work with a development agreement and
building on the rest of the lot and supervisor kim suggested so
when alice barkley and the pardon come forward those are
questions and more time for the
residents to raise concerns I
know that some of the residents
in oppositions that support the appeal there's a lot of
differences within them they have to sit down to think about the issues
I wanted to thank emry rogers
and christina for walking me through the code I understand
how they're following that 303
and 317 we as the boarding are
the policy body that has to
consider the bigger issues p rapid decline of rent control
and we with the mayor have to insure that housing is
affordable for people and have that diversity within the richmond district and throughout it city
I want to say that my decision two of the if 3 December
servants focused on the loss of the rent control housing and the demolition that helped me to understand the prospective from
3 of the 7 that I share similar
concerned audio hope we can find
time as the project sponsor come
forward to think about different
oppositions we're preserving the rent control stock as well as others
lastly I want to appreciate supervisor wiener's questions as well
and how we could look at this in
a bigger picture of moving forward with a project that
benefits the community that is
sensitive to the preservation of rent control unit as well.
>> supervisor campos thank you, Mr. President just going back to the discussion I
think that a lot of good points
have been made and certainly
bends family housing being built
but going back to the question
of the demolition of the two
rent control units one question
I'll ask s have for the city
attorney is the enforceability
of the agreement with the
project sponsor I mean those of
us who oppose park merced did so
for the fact that even with a strong development agreement
there are still questions about
the enforceability within that context let alone the context we're talking about here
beyond how it this will with
work with the legality of the approval of what supervisor wiener was saying and certainly
be open to more discussion in hearing more from the project
sponsor but the issue of
enforceability of such a
condition will be critical for me and john gibner, deputy city attorney again supervisor I would
recommend that if the board is
interested in pursuing that
option and having that condition
you continue it I'm happy to come back and talk about the how
enforcement will work and what
authority the rent board has if they imposed that type of condition
I said the 90 dazed for the appealed exteriors in January
that the board has a little bit
of room if you want to continue
to explore that option.
>> first of all, I don't know
if it's a good idea the
demolition of rent control units
is a substantial step I don't

last election the policy of

think one of the points this
board has talked about although
planning hadn't moved forward

need for workforce housing also

be and again is the city
attorney has to jump into it whether or not it's improbable whether they're for sale units
there are people in this town
who wants to purchase units but
they're not available at a rate
they can afford so perhaps it's
the other debate we need to

private owner has two unit to recapture their investment this
is discouraging where people are trying to develop additional new
housing for the city so you have
to realize the city should give
extra incentives for a smaller
builder like marching to build
this kind of unit rather than

considering we put up we
required the owner to provide
additional affordable but their
though the building luxury unit in in my opinion I will in the richmond district for a a long

kind of on the fence I actually
feel the miles act works pest when it's looking at preserving the property in blighted areas
of the city and this part of san
francisco is definitely not an

have been but 40 years ago it
was in that condition but right
now not those property are
already in pretty good condition
one of the projects where the
building is looking for the miles act designation as
accomplished much of the work
that is done in terms of the renovation I know it covers
maintenance a separate issue but
I actually feel that the miles
act is really geared towards
looking at parts of neighborhoods that are more
blighted where the tax break can
actually help people who have
less means to do do renovations
on their homes to do them in
this case, I building this
landmark district is in pretty
good condition and the buildings
there are worth $1.7 million we
the people are actually owning
those buildings can actually do
the renovation without the tax
break I'll rather we didn't
unable to to happen I'll be
voting against the miles act on

all, it's an initial matter
colleagues this particular area
wasn't 25 or 20 years ago, it was a very challenged
neighborhood until recently it

residents of that area deserve a
lot of credit we shouldn't
reward them but no longer going to give me miles act contracts
I want to note that the miles
act is not just for obligated properties but to give
homeowners an incentive you can
do work on historic building in
a lot of different was and range
of costs in terms of the care
and you can go above and beyond
to honor the district of those property or change of venues
choose no to go above and beyond
but entering into a contract
you've gone beyond to honor the
district of the property if
we're going to get into a
situation in a historic place
not considered to be blighted whatever intense you use we're
not going to have miles act contracts in san francisco I can
assure you that will be a long
time before we see a historic district formed in san francisco
when we went to the formation
there was a lot of concern in the neighborhood you're putting extra obligations without
benefit and the miles act is
that benefit it's not a full
benefit he in terms of counter balancing all the obligations but something
I think it will send a powerful message that we start rejecting
those contracts from people not to support of the creation of
the historic district I hope we'll support those.

been in effect we've received additional recommendations from
several city departments

the fair chance act this trailing legislation cleans up

employers and city contractors
to consider infractions for
positions that primer involve
driving this is a long this runs
with the compliance normally

driving was the primary duty of

provide clean hetch hetchy power
to new private and public developments in san francisco
I'm pleased the sierra club and
the league of conservation voters have enforced the
legislation I want to thank
supervisor breed for co-chairing the legislation and supervisor
kim so far adding her name and
supervisor yee has stone shown an interest it provides the puc
with the authority to be the power provider when it makes
economic and environmental sense
to do so for nearly a century or
century the public utilities commission has provided clean
power such as the muni and san
francisco international airport
ate the hospital and police and fire stations our jails and city hall etc.
The power that the puc provides
is clean and one hundred percent
green house gases free in a
place where global warming is
looming so we need to move
towards a clean energy future it's not enough to talk about it
we have to do it we can do it
here with this legislation there
are many benefits to electrical service including local control
and lower rates and promotion of
renewable and clean energy and
greater transparency and accountability expanding the point of interest enterprises
retail customer base instead of
selling it we'll provide much
needed revenue for the puc's
system and our street light system that's a huge deferred
infrastructure needs and the
retail power is sold at three to
four times as wholesale puc
estimates 10 meg wauts was the
it residence the net revenue so
if the puc were able to increase
the retail sales of electricity
by one hundred megawatts that
will generate $40 million in new
revenue that could be reinvested
in the system including our
street light system
puc's power enterprise facilities currently have
massive deferred maintenance in the hundreds of dollars of thousand of maintenance in hetch hetchy and locally in our street
light system we've seen the
result off our deteriorated street light system where is the
puc didn't have the revenues to
modernize the system if we want
to keep this amazing unique
asset and clean energy as well
as our street light system the
puc needs morality customers
currently the puc sells a huge
amount of electricity into the
wholesale market anothers dromoreduced watts rates we
should be selling that this
provides the puc with the first
right of refusal to be the power
provider by selling hetch hetchy
ohio power to public and private promotions to the city
entitlement it provide puc with
the authority to first conduct
the study and where it deems it
arena or large housing project
or a large project etc.
So by doing this we'll stimulate
the generation of more clean
energy because the incurring
energy that is currently
purchasing the hydro electrical
power will have to find other
sources to that meet their stating portfolio and move san francisco towards our stated goal for the board of
supervisors on having a purely
renewalable system by 2030 >> colleagues I've received a
number of communications and
meetings with groups and the chamber of commerce that are
concerned about the ability to
choose a power provider and, of
course, this board strongly
supports this unanimously the
power sf program a choice and
competition are good things I
hope we'll move and the power sf will become a reality the majority of san francisco doesn't have one provider they
can use and we have another
provider that has to go through
the same rated process that
provides the rate power and the
transbay center and the tjpa
recently decided to go with the
puc has it's power provider
we've heard concerns about
reliability and the puc is a
reliable power provider to our
airport or the general hospital
for years the power has gone out
there so colleagues, I ask for
your support of this important
legislation which will move us
in a positive direction in terms

huge loopholes throughout the state of california in zoning
and permitting of massage
permits basically what happens t
is the currently massage
establishment must be through a conditional use permit, however,
those through the state are able
to bypass our controls in turn as created problems in September
ab 47 was passes is to correct
some of the loopholes and remove
their restrictions on land use
controls this is important so communities were actually
through this bill given the
authority to enact different reformed and the department of
public health more effectively regulated the establishments
we've been working with dpw and our planning department with the
abdomen an 47 as we work to
codify ab 47 in our local health
care we want to make sure we

with the city with the public utilities commissions a complaint in 9 city attorney's
office that pg&e has
unreasonably denied service to
the city because pg&e has a monopoly on power and distribution in san francisco
they're required to be an open
access provider they've
transferred hetch hetchy power
to the terms of interconnection
that's power generated by the
city but transported on per diem
lines it exteriors next julia
year ago the city requested a
new negotiation but per diem has refused to negotiate in good
faith they've trying to force
the city to put in several new equipment that's been in place for decades technologically e
pg&e is trying to get the city to pay for services the city
paid for years ago
it appears that pg&e is trying to undermine those negotiations or trying to take advantage of
the city
last month the city attorney
filed a complaint a complaint
that alleges that pg&e has
unreasonably denied service to san francisco
so I'm calling for a hearing to
hear an update on the complaint
we've received help if the deputy city attorney on this
effort I'd like to hear wla what
are the option pg&e with our
option are if pg&e refuses to
act in good faith and continues
to have our hetch hetchy flow I'm introducing legislation from
our children's fund this is
legislation trailing legislation
that is creating a oversight advisory committee that was contemplated in the charter agreement we want to make sure
as we're drafting and working
with community groups in the children's services community
and the children that receive
the services there's sufficient
oversight to the functions of
the defense counsel w f so this oversight committee will replace
the citizens advisory committee
that is working with pc w f the goals of the advisory committee
as set out in the committee to
review the policies of dcwf for
the recommendations regarding
outcomes for children's services
and the evaluation of the services and accommodating
systems and funding and program improvements and capacity building and service providers
and community engagement and
planning and elevating services
and leveraging dollars for the fund
I used to serve on the citizens advisory committee about 12
years ago I found it to be a
great experience how they
function but there wasn't enough
leverage and power influence
that the committee members
needed to provide the guidance
this new body will go do that
the goals of the working groups
are could create a structure
body to offer advise to the oversight and advisory committee
and do so around the best
practices and the evaluation and
design and plans and policy and
this policy follows the charter
and brings the timeline of those
two bodies and membership I know
that supervisor yee has been instrumental in working with the community to develop those
bodies as well and I want to
thank him for his work and the
work of his office and his staff

to create a body with the
support of the resolution creating the born station citizens advisory committee the
community has been in place for
too years and still has lots of
development and plans around how to enhance the circulation of
traffic in the area around the
balboa park station it needs to
get done and goals of the
community of the maintenance at
the facility but also the
carbarn and the housing in the
upper yard at the bop station
the resolution extending the
live it is an span of the citizens advisory committee so
far two more years
and like many of you colleagues,
I was very struck last night the reaction of the grand jury in
missouri and the reaction around
the country to what appears to
be police who had used explosive
force in killing a young man
mike brown there's many people I'm sure you're aware of that
are unsettled this country is
divided about that issue the result of the grand jury report I think leaves many people with
the sense that justice has not
been served I have a resolution
I'm still drafting I've put it 0
together and resolutions can be submitted up to 12 noon tomorrow
but the resolution is call on
the federal government and the
attorney general to do a
civically lawsuit against the missouri police department I
believe interests great support for doing something like that
around the country especially in ferguson, missouri but we know that with the demonstrations
that were happening around the
country had a significant impact showing our nation has much
healing to do and justice being served and the federal
government stepping in can help
with the process or else I
expect we'll see more unrest I
recall 2002 when the ruling
coming out in los angeles for
the rodney king the beating by
the pd there were riots in los
angeles but happening in san francisco I worked downtown at
this point, I was taking the bus
home I recall a crowd unthrough
san francisco breaking windows
around union square that went
down mission street and van ness
street as well as at that point,
I building many cities are at
risk because people are not
being severed with just as what
happened at 22 or 24 years ago
1992 that the federal government
don't step in and provides
oversight and do weigh in on the
civically go violation that
clearly occurred with the law pd
in 1992 and the ferguson police
the st. Louis police department

he was a proud native son of

life with courage and humility
when times were hardening
restrict would go in his car or
moved from couch to couch he
moved between fields and
restaurant he worked apartment
or multiple jobs none of this
kept him in unleashing his good spirit in a neighborhood in a
city I loved
over the past decade he was involved with struggles and trumpets in the mission district
leading the charge when it comes
to immigration rights and
spreading the seeds of cultural
and the funding member a worker
owned catering cooperative he
was a major force between our
eviction organizing neighbors to
fight back against evictions in
the last 5 years as a leader
he's effort helped to win an
important piece of property for affordable housing and community
park development
enrique was committed to
expanding democracy regardless
of status has a voice to make
sure the knick economy benefits
as san franciscan he gave so
much even though our country
never returned the opportunity
forling listing his status, etc.
Enrique died this past friday
and from maeks mexico city to
the mission to city hall there
are so many of us mourning the
loss of this gentle worrying enrique the rest I submit.

that will face homelessness we
need to use the same forward
thinking that compromises our
issues that's why I'm calling
for the hearing for the issues
that are proposed the agency has
proposed we have rules that
permit or mandate shuttles
refuse services to an individual
that comes in if they have
immense mental health issues I recognize our street lights
don't have the resources to address folks with mental
illness but the answer is not requiring or denial of the
services or a bed that's the opposite direction that you are
city want to work towards but
acknowledging the lack of resources we should provide those types of resources to
match the data we're seeing in our chronic homelessness
population a high-level of
physical disabilities and other
disability we don't have the
resources I know there will be a
hamburger on December 3rd on the
shshlt montana committee and

community activities supervisor chiu is one of the
harder working people he's passed over one hundred

I'm only able to talk to you is
past 9:30 at night he's passed resolutions clirg affordable
housing and job creation and workforce development and civically and language assess
and the health care and
transportation and family and citizens and small businesses
just to name a few
also he had offered many first
in the country laws including as
we've passed today along with
supervisor mar's phasing out
plastic water bottles and
setting the nations high audits of commercial building and
providing socially responsible
copies and associate programs
for low income families and
immigrant and allowed for the controversial items including
the condominium conversion and
also in terms of legalization of
in-law units and regretting the
short-term rentals so you can
see he's tackled issues at the
board but aside from the work
you President Chiu has worked on
projects in it's neighborhood
including championship a new
central subway for the chinese
town city college and the
renovation of the kwoirt I'm
happy we'll have a very long
advocate at our state assembly I
know I certainly look forward to working with you in that new capacity I know that his staff
is here today with you in the
chamber justin and amy and as
well as others your past
katherine and all of them were
wonderful staff to work with so

this building I've known david
for 20 years since he was a year
ahead of me in law school and we
ended up think the board of supervisors sometimes agreeing and sometimes fighting by also
doing what is the best for
people of san francisco
I have continually been
impressed david with our ability
to navigate go not just one of
the most critiqued district in
san francisco politically by a city that is complicated an
institution in the board of
supervisors that is complicated
to say to be able to say not
only to succeed on this body in
terms of legislation and the
work in our district, everything
you've be able to accomplish but
to do it I believe constantly
with professionalism and grace I
can agree to disagree without
being disagreeable I've been at
any wit's end and you've kept
our cool it's served you well,
you've kept our cool but
incredibly tenacious and passion
passionate and moved for some of the most complicated legislation
to think that this board of
supervisors passed legislation
authorizes by david chiu to
provide a hypotheses to legalization for in-law units
that a few years ago that would have been absolutely impossible politically and the line items
list can go on prevention after
legislation that seemed like it
wasn't doable but david chiu and
his amazing staff move forward
and got it done you end up with
scares and not everyone is happy
with you but having that kind of
legislator is good it's been a
pleasure to work with david chiu
as supervisor tang has learned
quickly it's not an easy role
but david chiu has navigated
diffused I'm going to Miss You it's not going to be the same
place without you but the same
skills and tan tenacity that has
severed you well is to all our
benefit as you represent us in
the state assembly and do us all proud.

hallmark that's served you well
and just know how impressive
that is and people around town
the schedule you keep up and
appear everything politically
and per diem it's admirable I'll
remember you've had a snack for
the theatre phone boxes up open
our podium during legislative
times but you've done it very,
very well and one time I'll
remember in a community meeting
during the board you were late
and it come out you got
concocted on your heels biking
on pomp street with a massive
wound on our chin but a imply

meeting I'll never forget that
moment and ultimately though I'll remember about you with
your work on the board it's flut
for people on other side you've
done one of the best jobs trying to find common ground at the
board and been effective and
again you know a lot of 6 to 5
votes and thiazine but I think
it's a hallmark of a person
that's a good legislator you've
done our job well and your staff
you know, I will say this I
think coming in 4 years ago you
set a benchmark and amy and the
whole team but we'll never forth
that the late nights being in
the hallways you've done an

I started with a lot of friends

articulate you were on issues
facing our community and
everyone rushed to they knew you
were someone that contributed a
lot and soon after that devastating and I found
ourselves out of housing your
restrooms were leaving we were
interviewing sublets at a
variety of apartment and an hour
later I having had a roommate we
lived together 3 years when I
was a youth organizer that's a
ride that doesn't end here
starting as friends and roommate that we worked open a lot of
projects together I will say
this about david
because we cannot share too much
we're under oath about living
together but you know david you
have also been incredibly
activity I'm impressed by your
stamina you were raising back
and forth between 5 and that
events at one point we were
talking about the 9 different
boards you were sitting on and when a which one did you have to
let go to serve on the china I
chinese board but you served on
a board it didn't change you
continued to stay incredibly
activity you like to be involved
in everything which I know your constituents appreciate about
you and clearly led to you're
continuing our policy and
constituent work at state level
but what I will say in our years
ever work I remember when you
started to take to the ballot
families that were immigrants
that had children in our school
system but couldn't elect their
school board leaders so even if
you maybe in our system k
through 12 because you're not a citizen you can't determine
policies for your kids that was
actually a really, really hard
campaign I remember the 6 months
recruiting us and the hurdles of criticisms
were thrown our way including I
remember you allowed assami bin
laden to vote on the school
boards that's one of the reasons
the campaign lost it was
unfortunate but I think that it
was so appreciated I took on
that site I think so many people
of the you couldn't limit by it
did continue an important dialog
i hope we continue to have in
light of President Obama
exclusive order regarding 4 million undocumented members of
our country that contribute to
this country and have a pathway
or rather will not have to live
in fear of deportation I look
forward to our relationship post
as colleagues on the board of supervisors and really looking at to implementing the vision
zero policies in sacramento with
our flight of tenant protection
here 90 in san francisco and congratulate you for your years of service.

a great job working with me as a new member of the board of supervisors but oftentimes if
one of us didn't have our vote
then most of the time your legislation didn't get passed you were also in the middle
trying to work out a solution
and yours the vote I also wanted
to get when there was challenges
with the legislation so I also
want to thank you for not
getting two mad going over the
top sometimes I'd interrupt you
and you were still diplomatic
how you handled that I'd get
passion noting national about
the things and you were not only
great but the way you treated
the public and how you handled
users as board want is something
to amir I want to congratulate
you on moving to the next level
and hope that a lot of things
important legislation it
sacramento can only deal with in
regards to rent control and how
to keep the city affordable and
how to castle with proposition
209 and making the necessary issues for african-american and latino and some of the things
you know that I care about as a members of the board I don't
