So, Madame Clerk and colleagues,
before we move on, I would like to do something a little bit different today and introduced to you a new segment to
highlight the work of our city departments that are sometimes
overlooked.
Today we will have a short clip
from what's next san francisco,
or what's next S.F., produced by
our emmy award-winning team at san francisco government T.V.,
featuring the department of
recreation and park and they're
wheelchair basketball program.
Can we roll the clip? >> I got the hang of it a little
bit from the first time. I never left the court.
I just fell in love with it and any opportunity I had to get out
there, you know, they didn't
have to ask me twice. That is where you can always find me, on the court. [
] >> thank you to some generous support for sports and
recreation, we have been able to
purchase approximately 12 athletic wheelchairs.
This grant provides a really
expensive tool to facilitate basketball, specifically.
Behind me are the amazing golden
skate war -- golden state road
warriors, which are one of the most competitive adaptive
basketball teams in the state.
Led by its captain, chuck gill, it was a national pair olympian and is now an assistant coach on
the U.S. National team. >> it is great to have this opportunity here in san francisco.
This is the main hub of the bay area which, you know, we should definitely have these resources
here. Now that that is happening, you know, I am looking forward to
that growing and spreading and
helping spread the word that these resources are here for everyone.
I think it is important for people with disabilities, as well as able-bodied to be able
to see and to try this sport and
to appreciate just trying different things. >> people can come and check out the chairs to use them any time we have openings, but also friday evenings from 6:00 P.M. Until 8:00 P.M., it will be wheelchair basketball. We will make sure the floor is available.
That way people can no that other people can come into play at the same time. >> we always try to meet people where they are at regardless of any difference in ability.
We offer a wide variety of adaptive and inclusionary programming, but this is the
first time we have ever had our own equipment and that enables us to do some important things. [

You know, we often times are
here to critique, criticize, or
to try to get our departments to
be more aware of issues that
come from our home districts and throughout the city and we
forget on a daily basis that our departments actually do a lot of positive things. I want to take the opportunity to maybe do this once a month
where we have these short
segments.
I hope that you will provide some suggestions and some of the departments that you would like to see. I think it is important for the
public to know how our tax dollars are being spent.

section 43607 and 608.

I almost missed it. Colleagues, I am in support of
this amendment, this legislation today.
I think it is very thoughtful.
I wanted to add my name is a cosponsor, but just speaking to
the sponsor of the legislation, I wanted to add one small piece
of language on -- I am proposing
an amendment on line 23, page 5 that would add the ability that there would be an appraisal of
the property done before any
purchase of the property, so that would just be four words
after the word -- start with the program regulations shall address matters such as programs and fund administration, public
and competitive processes to
apply for loans, compliance with
applicable laws and regulations, appraisal of the property affordability restrictions for
the longest possible term. Those will use the funds underwriting the criteria and transaction processing
documentation and compliance monitoring and enforcement. >> okay.

I see there is a motion put forward by supervisor peskin. >> I think the actual provision
in the code is pursuant to chapter 23 of the administrative code, but I will defer to
council.
>> deputy city attorney. You are correct, supervisor peskin that chapter 23 addresses
appraisal requirements for city purchases of property. This amendment will authorize the department to adopt regulations regarding appraisals
under this program. >> okay. Any other comments? >> while I have the floor, perhaps a relevant section of law that supervisor safai wants to refer to his chapter 23 of the administrative code. He said applicable law, the
applicable law is that chapter.

So I think supervisor safai's amendment hits the mark.

Item ten through 12, item ten is a resolution to determine and
declare that the public interest and necessity demand affordable housing improvements and related costs necessary to be financed through bonded indebtedness in
an amount not to exceed approximately $600 million, to
authorize the 50% pass-through
of the property tax increase to residential tenants under chapter 37 of the administrative code and to adopt the requisite findings. Item 11 is an ordinance that
calls for and provides a special election to be held in san
francisco on tuesday, November 5 th 2019 for the purpose of submitting to the san francisco voters a proposition to
incur the $600 million of bonded indebtedness for affordable housing improvements into -- and to adopt the appropriate findings. Item 12 is the motion to urge
the mayor's office of housing and community development to
update and amend the 2019 general obligation affordable housing bond report to reflect
the increase to the bond amount
update allegations of proposed funding and proposed amendments on prioritized issues pursuant to the california government
code section 43607 and zero eight. Item ten and 11 require eight
votes. >> thank you.
As you know, in anticipation to this vote this morning, we had a
little press conference rally
out in front of the city hall steps.
I want to think all the supervisors who attended the event because this really shows
that we are working very closely with the mayor, not only the
mayor, but also the community in
presenting this bond measure. As you know, we started this
discussion a few months back
with a 300 million-dollar bond -- housing bond measure.
Eventually people all agreed
that we needed to grow it.
The needs are much greater and
much too great for us to not make it larger then the 300 million. I think with the urging of many
of the members on the board of
supervisors and with the mayor
agreeing that we finally grew it to 600 million, and that is a
good thing.
Because of your efforts and your staff's efforts, we are going to
be able to do a lot more than we had anticipated. Because of this, with the input
of the board members, we have
been able to secure funding to address the housing needs in
neighborhoods that have not seen any net new affordable housing
for many, many decades, and we
have seen even more investment
in supportive housing for those
with chronic mental illness.
We also have a callout for a very important population, housing for our public school
educators and staff.
I am most proud of us seeing the diverse cross-section of the
community partners who came
together to help form this bond. With the help of our four
incredible community cochairs,
malcolm and others, they were able to engage in a robust discussion about the bigger
picture. Housing is a public infrastructure issue.
It is a public health issue, it
is a social equity issue. Our roads, our parks means
nothing if there are no residents here to enjoy them. We need to invest in ensuring existing affordable housing
stock, but also bring in units
that will be available to those
who need it most.
For the first time ever, and I'm
so excited for this, there is a dedicated conversation about our aging population. Nearly half of our seniors
cannot even qualify for
affordable housing because they
are on fixed incomes. We also have seniors who feel trapped in homes that they can
no longer maintain, but are
unable to move out because of scarce options. Only 12% of the housing in the
pipeline for affordable housing was dedicated for seniors.
Now we have 150 million in this bond to reverse this trend.
In addition, this bond measure
emphasizes that while we must invest in public housing units and build more extremely
affordable units for our low income residents, there is still a growing need for our middle
income households.
If we want to keep our workforce and new families in san francisco, we must do more to
support these residents, too. The need will continue to be there after this bond, but we
will be bringing 2800 units
online.
This is not a small feet.
It shows that we can -- it shows what we can do when we roll up
our sleeves and put our brains together.
That is what we intend to do. After this board approves this
bond measure, it will be in the hands of the voters in san francisco. I hope we can keep this momentum
going strong. The mayor and the board of
supervisors, who don't always
agree on everything, but for
this one, this one particular issue, we're coming together to make sure this bond passes overwhelmingly and I want to
think you for being with us
every step of the way. I would say, let's take the goal
and let's get this done.
Colleagues, I can see there are other supervisors who would like to make some comments.
Supervisor mar? >> thank you. I just wanted to briefly acknowledge and commend mayor
breed and President And your
staff and all the members of the affordable housing working group
for all of the work that you brought in on this incredibly important bond measure. I would like to add I'm very
pleased that it includes the
importance of geographic balance
of the criteria and allocation
of affordable housing dollars to prioritize projects in district four and other districts that haven't received their fair share of affordable housing over
the years.
I also wanted to highlight that
from all of the input that I received from my constituents in
district four, also very pleased that there is allocations not
only for the different A.M.I. Levels for affordable housing,
but specific populations that are a high priority including
seniors and our educators. Finally, I just wanted to also
comment that I think we can all agreed that while this is an
incredibly important measure to
move forward and $600 million of
new investment is supported by housing, that, you know, it is clearly not enough.
And all the difficult discussions that happened through the affordable housing
working group and among board
members about how to allocate that pie highlights the need for
us to continue to look at other revenue streams or revenue sources so we can truly address the affordable housing crisis at
the scale that it is and really something that is affecting, you
know, all districts and all communities here in the city.
I look forward to further work with colleagues on the board and
other stakeholders at looking at
other revenue proposals that we
can come up with and finally I would like to be added as a cosponsor.

this is so exciting. Congratulations to all of a
sudden and especially to you, supervisor yee for fighting so
hard to double the quantity of
this housing bond.
This is absolutely essential to create the affordable housing
that we so desperately need for our working families. People exiting homelessness, seniors, and people with disabilities. I really wanted to take a moment to talk about the immediate impact that this will have on
district nine. The mission, as you all know is
continuing to be ground zero for displacement and I certainly, as
a supervisor for the district,
felt the organ -- urgency of the crisis every day. I was determined this bond would keep the pipeline of affordable housing development going and it
will with two projects that
haven't broken ground yet. We will also use a portion of this bond to help and the crisis of people living on our streets
by dedicating funds for acquisition of small scale cooperative delivering just
living spaces.
I wanted to thank you, President
Yee because not only did you pay
so much close attention to
having -- making sure that all of our individual priorities were included in this bond, but
you brought us a mayor and the community all together.
I think it is really a testament to your fierce and elegant
leadership and I am just so excited about it. Thank you so much and let's go
win this thing. >> supervisor haney? >> thank you. I also want to echo my
congratulations and gratitude to you for your leadership in bringing us together and representing us so well in this process. I know we had a conversation early on and we both agreed,
well, if there's anything we can
do to make this bigger, let's do it. So I really appreciate you and mayor breed and all the members of the committee for seeing that
through and doubling the bond in
terms of its size from where it was first proposed. I really appreciate that because
as supervisor mar said, "
this process I think we realized how much need there is and how urgent this funding is, and how, you know, if we can have twice as much that we would still feel like we have a long way to go. I want to appreciate your leadership and mayor breed's leadership and our controller
who I know, every time I see him
I say goodbye. They were able to do that.
It is really exciting because
this will mean that hundreds of
more people, thousands of people
will have a place to call home, a stable and affordable place to
call home, and it is an extraordinary thing, and life changing for so people.
There are a number of projects in district six that are shovel ready that we -- that will be able to be built if this bond passes.
I know we will do everything we can to make sure it passes in
November, but this is one of those issues where as the district that has seen the large
majority of a lot of the housing being built in the past, I'm very excited to see housing be built throughout the city as a
result of this bond and the commitment to geographic equity
and our shared commitment to the board is very exciting.
I want to know there was a lot of work done to make sure we maintain our commitment to union labor and prevailing wage and
really partner with labor in this process. I think this was a critical
aspect that we were able to work
through that and educate our housing, seniors, cooperative living, there's so much that is exciting about where we ended up
last thing I wanted to say, we
did have the need to secure additional ongoing funding. Through this process we have
been able to identify where we
would prioritize. I hope that we will put the
affordable housing priority into our bond schedule moving forward
so that, on a regular basis, we have an affordable housing bond
and that we take advantage of things like the jobs housing linkage fee, which is also going
to be coming up soon for us to secure hundreds of millions of more and affordable housing
dollars. Thank you to all of my
colleagues for your work on this I would like to be added as a
cosponsor in this bond and we look forward to getting it passed in November. >> thank you.
Supervisor peskin? >> thank you.
I rise to also affix my name to this obligation bond as a
cosponsor and salute you and
your staff for your work and
concur with the previous members of the board to salute the good
work of the controller.
I want to address one thing.
It is the compromise that then
supervisor tom made to have a 50
-50 pass-through, capture by landlords, have shared by
tenants, were -- indeed it was
raised by the tenants union that that has actually turned out not to be equitable. I wanted to share with all of
you that with the good work of Mr. Rosenfield, I will be
introducing legislation to make that right.
If anybody from the tenant's union is watching, you can join
the forces of labor in
supporting this because we are going to fix that little
technical problem, which is, I
never believed it because we always say that we retire as
much debt as we issue, and
therefore your marginal tax rate should not be going up, and
therefore the past should not be
going up, but it turns out that
is not true, that it is fixable.
It is fixable. That is another thing I wanted
to say is that I just had the
honor of coming from a
ribbon-cutting of our newest affordable housing project with
the mayor who has long been in the making.
I was delighted to be there. Almost 200 units of affordable housing.
Much of it for seniors, but I wanted to reflect on something because the controversy of the
day is the notion that the
bureaucracy and the input is
slowing down the building. i wanted to say for the record,
what is slowing it down is not
community input. Everybody saluted the fact that
neighborhood input made to the project back -- better.
It is the lack of actual funding that is why I am affixing my name to this measure today
because $600 million, over half a billion dollars of the public 's money that we will all pay for it, that we will all
work to get past this November, that is where the rubber hits
the road, that is where we actually build affordable housing. And given that it takes a long time to raise those funds, we
have time to have good community
process and good community input
, so let's not wreck what makes projects better and let's
fund what builds these projects. >> thank you. Supervisor walton? >> thank you.
I just want to add my excitement about the bond and I want to thank President Yee for working
so closely with the mayor's
office, but also with our four
cochairs from community who worked very hard to galvanize community and bring everyone
together.
I want to just say that 600 million-dollar of a bond is
a big deal. I think people should really sit
back and analyse how much $600 million is and how important the resources to
finance affordable housing is.
It is estimated at about $750,000 is what it takes per unit to build affordable housing , and that depends on what type of project and
materials you use, but $600 million is a big deal.
I want to make sure that everybody understands that it
gives us the resources to revitalize our public housing,
the resources to build more
housing for seniors, the resources to have more
marginalized populations, and I think that this is a testament to the prioritization from this
board and from the leadership of the city that we are committed
to building more and more affordable housing across san francisco.
And like supervisor morris stated, this is one thing that
we are finding hard to do and make happen because there is a
lot more work that we need to do
as a board and as a city to
address the issue, but like supervisor peskin, we can have all the land available, we can have -- we can go through all
the process, but after financing , we cannot get the housing built.
So this bond is a great deal.
We need to thank everyone for working together, particularly for the geographic equity.
As we know, a lot of the affordable housing is built in
my district, as well as district six and district nine, and only highlights that because it is important that we continue to
fight for our resources for us to build more affordable housing
across the city so this notion
of people trying to stop the building of housing or trying to
somehow slow down that, you can
see it is actually an unrealistic argument and the board has pushed hard to make
sure that the $600 million was
possible, which didn't start off at $600 million. As we know, it started off it
half the size.

I just want to echo a lot of the statements that were made. I also want to underscore the
fact that I represent a part of
town that there has only been one affordable housing project
ever done, and that is for low-income seniors. We have two phenomenal projects
in the pipeline and we do have two phenomenal projects. One being done by mission housing, the others being done by bridge housing that will bring, for the first time, 260
units of affordable workforce
housing, middle income housing,
affordable in all of the senses of the word. We spent a lot of time in this chamber over the last two and half years as the economy has
been raising, and the price of housing has been raging. To expand the definition of affordable housing, and who benefits from that affordable
housing, we have a down payment
loan assistance in this bond that will help first-time homeowners compete in a market to be able to buy their first
home and stabilize. Thank you supervisor fewer for
pushing so aggressively to add additional funding in there for the acquisition of apartment
buildings for the small program that is in here. Thank you to supervisor walton,
haney, peskin, ronen, and also
fewer and President Yee for pushing for a fund for educator housing. We are doing some very
phenomenal things in this bond
and, you know, there is all -- also times where we stand up and pat ourselves on the back and
say we are doing such a great
job, but really, at the end of
the day, the faster we can get this bond out there, the faster
that we can get this approved
and put it in front of a board, the faster we can construct
affordable housing, the faster
we are saving families and keeping our city divers and keeping the economic diversity
of what makes this city special.
I just want to say a shout out
for parts of the city that have not seen affordable housing
built in them, I'm very excited about that, as well as some of the other categories that we named.
And lastly, thank you, President Yee, thank you were pressing so
hard for a fund that no other group has the ability, there is no other funding source for a
net flow income seniors and low-income seniors will be a big beneficiary of this as we have a
strong aging population. I'm super excited that this bond is going to to have unanimous
support of this body and that we will quickly move this to the
ballot and see it past. Thank you. >> thank you. Supervisor brown?
>> thank you. I want to echo a lot of what
people have said but I also want to thank you for really working with our mayor to get this bond
right and doubling the money. It is not enough. We know that.
we need more money, but it is a good start.
I think when we are looking at building affordable housing, I
have five sites sitting in my
district that have been waiting. Eight of them have been waiting
for over eight years to have affordable housing being built. One is the transitional age to youth housing which we so
desperately need.
I am excited that this is moving through and the possibilities to have, you know, to build affordable housing, but also to buy existing buildings.
I was fortunate enough just a few months ago to buy a building
in haight-ashbury, seven units. They were beautiful apartments
and the people that we saved in
there, a lot of them are seniors a few of them had absolutely
nowhere to go if they lost their place.
For me to be able to buy existing buildings and keep people in the homes and the neighborhoods that they love and
that they have weaved into the fabric of that neighborhood is so important.
So to have a pot of money more
than what we have now to buy existing buildings to keep
people in place is really, that
preservation is so important, but also public housing. This money will be used for public housing, which I think it's really important because we
have to remember that we have a lot of affordable housing within
our public housing and our H.U.D. Housing out there.
I am just really happy right now that with all the combinations,
everyone in this room has been
fighting to make sure that we have a right partnership when we
are looking at the $600 million, and moving forward, I think it will be a lot easier for us because I think we see a pathway , and I just want to

I just want to say, in the words
of my legislative aide, this is a good thing.
I think this is a really good thing for all of san francisco
and long-overdue. I respectfully ask that pain --
that my name be added as a cosponsor.
Thank you for your leadership. It doesn't happen often, but
when it does, democracy is a wonderful, wonderful thing that we have heard from everybody, that all of us have come
together to work for a problem
that has been hanging over us in
san francisco and we are finally
putting money where our mouth is I want to say congratulations to everyone. Thank you for your leadership
and thank you all, colleagues.
>> I want to add my thanks and congratulations to all who have
gotten us to this point and my preemptive gratitude to all the
folks who have been working so hard between now and November to get it over the finish line.

from all of you. I just want to reemphasize that
there won't be any increasing the tax on the property.
We made sure of that in terms of
how much we could do that, how
much we could actually put on the bond measure.
and a lot of that was the analysis of the controller's office.
Thank you very much. He probably isn't paying attention. He is going to get fired. [Laughter] No, thank you for your work on the bond measure.

I also want to say that one of
the biggest pushes that we did
was for the capital plan that
the housing piece of this now,
we are actually going to make this be part of the capital plan
it will be -- they will be regular housing bond measures in
the future, and I am glad that
supervisor peskin mentioned that little correction that needed to
be made. It is kind of coincidental. When I looked at it more
carefully today, just at my final reading, this was passed
through with 50%.
And in my mind, I said, I guess that means there shouldn't be any increase, and I stand corrected.
It seems like, I mean in the past maybe people have kept on increasing it and they shouldn't
have, so I would love to lend my
office to help with that.
I think it needs to be corrected >> if I May, Mr. President, our
controller has to do with the
fact that in the old days we did
not pass them through, and as we
were retiring the debt, 100% was passed through and that is what was impacting the baseline for tenants today.
It is a relatively easy fix.
I have actually discussed it with both landlords and tenants, creating a hardship exemption i
think will be expected by all of
the parties.

few times where we have, on a
piece of legislation, the mayor
and all 11 supervisors as cosponsors and I thank you need
to appreciate what happened.

like to present your commendation? >> thank you Mr. President. I actually really would like to
present this.
This individual I have known for almost 20 years, and when I met
her, she worked for the city and county of san francisco for almost 20 years, which is to say
that Miss O'malley, a new her
under a different name 20 years ago, has worked for the department of public health for 38 years.
During this time, lisa worked as
an environmental health inspector, senior environmental health inspector, and when she
retired a couple of weeks ago,
she retired as the manager of
one of the city's food districts
this is actually some of the toughest work. We honor first responders, we
honor people who do incredible
work like clean our sewers, but
health inspectors have it really
, really tough. Lisa was in charge of much of
the district that we have
represented on and off for the last 20 years. North beach and chinatown.
She was absolutely instrumental in increasing the health and
safety standards within chinatown, outside of chinatown
and I have to say, despite the irrational fear of the
government and health inspectors
in particular, particularly in the restaurant industry, lisa is
incredibly regarded by the community because she
understands the local business
culture, the local culture, the
practices, she is fair, she is patient, accommodating and takes
no shit. I rarely use words like that but that will summarize lisa. She was so thought of in the community that she was invited
to be the grand marshal of the chinese new year parade which says a lot. She always had the sense to call
me to say, I'm shutting down a restaurant in your district and
your phone is about to ring, but I knew everyone would start screaming at me and rose would say she called and did the right
thing. She is a legendary fixture at
the department of public health,
as patient as she is with
ignorant owners, she is equally,
and I mean it, no nonsense when dealing with self-serving operators who intentionally avoid doing the right thing, the
legal thing and the healthy and safe thing.
At 5-foot two and 110 pounds, which is just about my size in
wait, lisa can lisa, where are
you, come on up here.
[Applause] You are a force of nature when it comes to protecting the public.
Here is lisa's infamous win-win question. There are a couple of them.
One is, this is of course, a
hearing with an alleged offender this is lisa.
I am appalled at the conditions in your restaurant. After reading the report and reviewing the photos, how many
days a week are you at your restaurant? The operator says, I am only there a few times a week.
To which lisa says, well, there you are.
How can you be expected to be responsible for a restaurant if you don't commit to be there on a regular basis?
Look at these disgusting photos. Or, alternatively, the operator
says, I am there without fail, to which lisa says, really, you
are there were there every day?
It is negligent.
Look at these disgusting photos. Whatever the operator, the
alleged offending operator
chooses, lisa ensures that the operator admits fault, takes responsibility for the conditions of the restaurant, and most often, lisa and her
team doesn't shut them down.
A little bit of education and they are back on line in a few
hours or maybe overnight when they call people in, and as a
respected manager, she is remarkably, was remarkably, and
I'm sure will continue to be a
remarkably -- will be remarkably committed to her staff that she
mentored, and loved her, and she would bring them all together for lunch is, and occasionally I would have the honor of being
invited. Under her leadership, she was instrumental in establishing the first online food application and the entire state of california and has been recognized by the california council environmental health directors as the winner of the food safety leadership award in
2015, and most importantly, I
have her 100% clean record in my kitchen, which he actually never
inspected.
And after four decades, she decided to enter her retirement last month where she will finally enjoy spending some time
with her family and her newly
born twin grandchildren.
I wanted all of you to know that
I introduced a piece of legislation last week and the
last week before last. It will change the restaurant
rating system to green, yellow, red, which I think the restaurant industry or restaurant owners will appreciate, and lisa, it makes good sense. It is used in many other
counties in the bay area. Lisa, from the bottom of my
heart, I wanted to thank you for
your decades of tireless, mature , and constructive commitment to the people of san francisco and I love you very,
very much and I want to give you a certificate of honor and some flowers, but first, the floor is yours.

I appreciate working with you and having you understand the important work that the
environmental health inspectors do every day to protect your public health. They are a great team of
inspectors and we don't just regulate, we enforce and we
empower businesses and therefore empower communities.
It started out and chinatown but
we do it citywide and the inspectors, thank you for the recognition. This isn't really just for me,
it is for the great work that they do every day. Thank you, and think all of you.

and department heads and survived with valour and honor.

It sounds like a day of retirement for people who have been in the city a long time. Today I am commending elizabeth
murray who is retiring this month from 38 years of services
to the city and county of san francisco at the war memorial
and performing arts center.
Forty years ago, elizabeth murray began her career of service to the city's arts and
performance community as a
secretary at the louise symphony
hall construction project.
In 1982, she joined the war memorial as executive secretary to the board of trustees an
assistant managing director. She has guided the war memorial
to most consequential -- a long-standing commitment to preserving the war memorial
building has enabled millions of people, as well as the patrons of ballet, opera, symphony, and chamber music to benefit from the historic resource at the heart of san francisco. Over the years, elizabeth has also shaped the structure and growth of the war memorial
workforce, engaging directly with employees in helping them
to develop a sense of occupational pride in their work
she has truly proven her worth
as a leader, as head of the war memorial serving under seven
mayors, wow, seven, and guiding the war memorial through major
capital improvement projects, economic recessions, presiding
over unprecedented periods of growth and success.
The residents of san francisco, as well as anyone who comes to visit our city and as landmarks
are indebted to keep the war
memorial open and available for all. Today we recognize her skill,
her leadership and her vision for the san francisco war
memorial.
And to extend to her the best
wishes as she is entering a well-deserved retirement.

Having been on two tours of duty
with you and your department and
others, I really want to salute to you. I thought that project would
never actually happen despite
been's rosenfield deep commitment to it. Congratulations for getting it done in stewarding that incredible resource for all of these many decades.

My job has been a gift to me.
It is a labor of love. I didn't always have a great relationship with band, but I do understand I was persistent and
I did want to get -- I thank you very much.

I lastly, we have supervisor mandelman. Would you like to present the commendations? >> I would pick one of the
privileges is getting to present the demon family and today I want us to honor her.

She was born in chicago, moved to the west coast shortly after. She spent most of her youth in
the bay area, graduating from
high school before earning her bachelor's degree in social work from the university of the pacific.
She met her husband, who when he retired was the longest-serving judge in san francisco history.
[Applause] They were married one year later
[Please Stand by] >> she conditions with food runners which works to alleviate
hunger by turning over 17 tons of leftover food into 20,000
meals a week for san san franciscans in need. She's best known of a tireless supporter of the local democratic party.
Where she has helped many local candidates get there are start
in politics. Registering voters doing an amazing job of tabling outside
safe ways with jane morrison.
Inside first-degree
.Many of us have fond memories of
the woodland parties she hosted.
In 1976, she was appointed by
mayor george boskoy I remember
where she joined the san francisco landmarks and throughout her years of service
she's fought to preserve and
create open space and expand our urban tree can pee. Today she is the C.E.O. Of her household and keeping her husband and children safe, clothed and happy.
For each of these contributions,
I am proud to honor ina deerman.

Now, she's brought a good chunk
of ashbury heights down with her. Among the folks we have here is
kelly deerman, her daughter.
And colleagues, you May know
kelly as executive director of
the ihsf public authorities since 2014. Prior to that she was President
Of the human services
commission, ran her own small
law practice and in 2008 founded
sf urban C.H.C., a non-profit
buying financial literacy for
low and moderate industry.
I think kelly was going to say a
few words.

I remember Ms. Deerman when I
used to go to the planned marks reservation board before it was a commission.
And Ms. Deerman had a profound
sense of figuring out who was cheating and speculating and who was doing the right thing. I've never forget what she said,
I like your blue eyes, I do not like your protect
project and she said
no and brought the rest of that with her. Thank you Ms. Deerman.

My mom and I ask the discussion last night and she said did I have to speak and I said no. I'll do it for you.
I can honestly say on behalf of
my whole family it's probably

If you know anything about my mom, her most famous saying is I speak the truth.
I would say for all of us who have lived with her and know her and love her we know it's the case. We also know with my mom, that one thing might get you down but
there's always a reason to get up. Mom proves that everyday by get
being up, standing tall, reading
the paper, reminding us of all the work we have to do.
this honor is very much appreciated on behalf of all of
us and I thank all of our family and friends and colleagues that have come out to join us to support her. She would tell me to stop talking and tell you there was much work to do so please, continue doing it. Thank you so very much.

More importantly, I would like
to acknowledge the work of
Ms. Flood and the staff at the union square improvement district.
This is created in late 1990s
amid the remarkable controversy.
I had the honor and pleasure of presiding over its first
extension which was approved unanimously by the board.
More importantly, voted by an overwhelming super majority of
the property owners that will
actually pay for the safety and
public realm improvements that continue in the union square area and as that business
improvement district has expanded, it was continued yet
again by my predecessor, supervisor chu. I will not in anyway forecast
the outcome of this election. If there's not a majority vote,
we cannot vote to have this be extended but I am hopeful, if
not confident, that the good work that Ms. Flood and her
staff have done will lead to that majority vote and after the
votes of counted, I will
hopefully be able to be in a
position to extend the time length to the city and county of san francisco.

I'd like to thank supervisor peskin and his staff who have been nothing but fantastic throughout this renewal.
I would like to command karen
flood, the executive director, den horn as well as hobby silver on a phenom enam outreach effort they did throughout this renewal
and expansion campaign. This would not be possible without the city departments in particular the clerk's office
and the department of elections. In particular, from those
offices I'd like to thank alicia somaro, erika major, john
carole, juan clock, regan wang and alice law for the assistance
on the renewal campaign.
With me today is karen flood who
will be showing you all a brief
presentation on the upcoming
renewal of the bid.

Good afternoon.
Resident norman yee, aaron
peskin for sponsoring this
legislation and supporting us
and also supervisor haney who also also part in his district and all members of the board of supervisors. My name is karen flood and I'm the executive director of the union square bid and I'm pleased to have this opportunity to present to you today the case
for why to renew the union square bid for another 10 years
and present our plan.
So the union square bid, we're
proposing to renew for another 10 years until 2029.
We are proposing minimal changes
to the current 27 blocks.
Just to round out the borders.
We are proposing some enhancements to the following
services which really are based on over 18 months of solid
outreach to the stakeholders in our district.
So namely we're proposing a 20% increase in the clean and safe staff team wages. We think this is really
important to pay a fair wage and keep our staff we are proposing
to increase our members services to 24/7789 this 7. This is the number if they want a rapid response. We're proposing expanded
cleaning and safety services and
in the afternoon and evening hours and we see more pedestrians moving throughout the district and there's a
cleaning and safety during those hours and expansion of our security program. We have 350 cameras on private buildings through out the district. They cover 60% of the district and we're hoping to expand that
to about 100% of the district and to activate the public realm
and our allies, our open spaces and to invite everyone downtown to experience union square and
make the area more beautifulment
to do all this, we're proposing
the increase to 65% to take us
from 3.7 million to $6 million.
It's a big ask but we're really
pleased on petition that we received 50% of the properties
of the weighted assessments and it's incredible and you only
have 30% and we believe that the turnout of the votes today will
reflect that same very high
number so here are our
boundaries and to the east is
kearney and a jagged line at
mayson and taylor.
We're proposing two zones in this reiteration of the bid. The pink in the center is really
the core of our district and we believe this area and based on feedback from our stakeholders,
this area really needs more service. This received calls and incidents throughout the 10 years and this is where there's foot traffic. This is where rent is higher. This needs more services.
We're proposing twice the level of the current service this is
this area. The gray area a 1.5 level
increase to this area. This is the frequency of our cleaning and safety services and
you have the power front in powerpoint in front of you. We're increasing the frequency so our properties get two cleanings a day and we'll
propose four cleanings in the core. The pressure watching twice a
month and every week in the core and so on. Our assessment methodology is
based on a benefits point system
and this is similar to the C.B.D.S and they are here to answer questions.
It's technical. We believe the harder it is to understand it the fairer it is
so believe me and trust me.
It's fair but essentially, it's
based on three factors, sidewalk
front age is 70% of the assessment building. 15% lot size and there's four
types of land uses and condominium properties and
they're all assessed at a
slightly different rate or using different points.
You May more in zone two because you get more service.
A renewal budget brings us to 6 million dollars in
$6 million and we plan to raise another $524,000 which would
bring us to $6.5 million we're
upping this to 64% but this is again the take holders wanted and there's a real need downtown for additional cleaning and safety services. But we're also looking forward
to providing more public realm,
marketing and advocacy to create
continue to have a vibrant and residents to come through in union square and management
admin rounds out the budget at 14%. This slide goes into detail about the cleaning and the
different types of cleaning and the theme cleaning and again upping the frequency and I'll
let you review that on youren.
Here are some of our cleaning embassadors and some of the good
work they did in 2018 and they
picked up 572,000 pounds of trash and this is a lot of garbage and this is about two
large dumpsters that we fill
everyday in union square park. It's a lot that gets picked up. We expect it to get picked up even more going forward. We pick up a lot of needles.
9,000 needles everyday.
And 17,000 graffiti tags and stickers.
Here is a snapshot of the safety
programs and again we hope toen
chance with additional frequency
and I'll height lie here we have one officer 10 hours a day and
it will be a second officer and
we do pay deerly for this and $100 out an how and we plan to
do that and we have a overnight
security patrol to cut down on some of the incidents happening
at night and the drive throughs in our store windows that we're
hoping to prevent going forward as west beck.
Here is our safety team right now. They give out directions all daylong.
They address many quality of
life issues.
From excessive noise to aggressive street behavior.
It's up to the sfpd to enforce
the laws but we provide eyes and
ears for them on the lots and ordinance on the books in san francisco.
Economic impact, union square impacts a union punch.
We represent 3.5% of the land
mass in san francisco yet we are bringing in considerable dollars for the city.
In forecast, we bring in 34% of
the city's generated sales and consumer goods.
13% I think of all of our goods.
27% of the city's tran see ant
and we have workers and daily, monthly rather, we have 4 million visitors.
There's a lot of people moving
through union square everyday. So we've gone above and beyond our management plan over the last 10 years and I'm so proud
of the work that we have done
with launching our union square foundation. It enables us to go above and beyond the clean and safe and provide workforce development through our downtown street theme. There's a representative here
today with downtown streets.
They hire homeless individuals and get paired up with a case worker. We have hired these individuals to our regular crew and we're
proud of the partnership that we have there and another organization we partner with recently is miracle messages and we have outreach workers in union square that go around and
talk to some of the homeless folks to deif they can recorrect them with family members they lost touch with and we have nice
stories of where there have been reconnections and such so we're proud of that work and we hope
to continue more of that going forward. Our place making. We have been working closely with supervisor peskin's office
to see how much more we can activate cam ton, some of these
public spaces to invite people downtown and then encourage them to stay downtown.
To enjoy foods from the food
trucks.
These are our paparazzi dogs. We're so proud of our winter
walk which started as a mitigation effort for the subway construction which is tough on all of us down there. We created this incredible
public pop-up plaza for five
years where we welcomed 2.2 million visitors. We're going to
more on come on that. I am happy to answer any questions you May have.

I was on the renewal committee, which as was explained started over 18 months ago.
We did extensive outreach to
property owners, surveys, stakeholders, and held community meetings to find out what people
wanted in the district. Again, this outlined what the
result of that was and got our petition reaffirmed to the property owners. We'll get what they want and they're willing to pay for it
and if the boat
vote comes out as
supervisor peskin thinks it will
go, I ask you to vote yes to

I'm the lead project manager for downtown streets teamment I'm
here today to share our support
of the renewal of the union square bid. They create an inclusive community for all individuals
experiencing homelessness or at
risk of experiencing this and we provide workforce development experience where our team members chose an area and many
of them have chosen union square to beautify the streets picking
up debris and needles and we
work on members gaining employ and housing. Since union square has had us
working with them we picked up
over 200,000 pounds of trash and over 5900 needles and we've been
able to help employ 27 team
members and house 15 team members. A number of those team members
have been hired within the union square bid as well. And all those numbers show the metric lies impact on the community, the personal impact created for our members is far greater. The bid has brought our team members to appreciation lunches,
they invited them to various
events such as tulip day and more.
They have empowered our teams to be a neighbor, friend and family. We support the renewal for the bid and look forward to empowering many more individuals
and the time to come. Thank you.

President Yee. I'm the general manager for golden gate and board member of the union square B.I.D. Given what we do, we often
partner with city agencies like
D.P.W., D.P.H. And union square B.I.D. We have constant merchants and
corridor walks to identify
problems and fix them proactively.
With the birds eye view I see,
the staff that I've experienced are very courteous and they work hard.
They provide valuable services to the community. They remove graffiti before they
are spread over the other areas, pressure wash to keep pedestrian and pathway street clean. Pick up trash before it attracts more dumping.
Top off city cans before they are overflowing.
And report abandon waste via 3-1-1.
They also provide job training and permanent jobs for those who want to work. And some have found permanent
housing as you heard before.
It is really the model for other B.I.D.S. Under the leadership of karen,
the renewal will provide
better-paying jobs, expand in
services and will be a 24/7 operation.
They will allow the jam to
continue to flourish. I urge the support from the
board of supervisors for the renewal of the union square B.I.D. Thank you.

I've been a union square worker for 37 years. It's hell.
i work over cardboard boxes, needles, camping equipment, just
to get to my door. I'm here to voice our support
for the renewal of the union board district. Last year, san francisco welcomed over 25 million
visitors who spent $10 billion here.
That generated $771 million in taxes and fees for the city's general fund.
Many of those visitors are going through union square or the
first time or returning for a repeat visit. It's our front door to the world. San francisco remains inviting
and welcoming to all the
exhibitors. The bid provides extensive cleaning services as well as
public safety with 10 officers and overnight security.
The bid embassador provides
assistance to visitors who need help with wave finding and directions. Without the bid this would not
be provided and we hope you
support the renewal renewal. Thank you.

At&t has had a long history with san francisco. Over 100 years. We have thousands of employees that live and or work in the city of san francisco and that's
one of the reasons that at&t
chose to locate our flagship store.
1 powell is smack dab in the heart of the city and union square.
Formerly the bank of italy. it's a beautiful building. We chose it because it's right there at the cable car turn around where thousands of people
pass every single day. With the current problems that we're seeing in that area,
including public safety issues, cleanliness, homeless drugs, mental health issues, sometimes the heart of the city right there in union square can look like a broken heart.
The bid works really hard to mend that broken heart throughout reach to the homeless, coordination with city agencies and all of the non profits that karen mentioned,
continuous cleaning, graffiti cleaning, I cannot imagine how
union square would be without the bid. With retail facing constant
changes and challenges, it has
been a real advocate from public realm improvements to securing grants for public art, marketing, place making, all these things that keep people coming to union square when really people could just shop at
home in their pajamas, I urge
you to vote to keep the bid and
keep it a safe place to visit,
live and work.

ground experience, we have meetings every other month.
Between the sfpd, D.P.W., block
by block, neighbor streets team,
miracle messages and a number of
other people, we're beginning to change people's lives one day at
a time, one life at a time.
I'm excited about the future and so we're going to take another step of faith. For another 10 years.

and it adds a tremendous amount of value to the community and I urge your support. Enough has been said, it's just a positive movement for the city

My name is jessica and I'm the
executive director of miracle messages.
Miracle messages is a non-profit organization that helps people experience homelessness
reconnect with their loved ones
and been working with the bid
since October and we've connected 10 people with loved ones that they wouldn't have had
the digital access, digital literacy or emotional ability to reach out.
This has changed lives and through the bid support we've been able to send out two formally homeless community embassadors twice a week to canvas the streets to be a
friendly face and say a kind word to the people experiencing homelessness and offer them the
opportunity to overcome the
emotional shame of the
disconnection that effects them. It's been an incredible partnership and one of the stories that I think you all should know is of the story of a man named wayne who was disconnected from his loved ones for 16 years who is now in housing

be a partner in ensuring that critical services are available
to our residents, tenants, customers, and employees. The renewal's paramount to our future success.
I simply cannot imagine what the
square would be without the bid. Consensus has been reached that approximate partnership must be maintained and that services should be enhanced and a testament to the work of karen
and her team.

and I lived here since 1999.
I reside in district 5.
And I'm the director of business
development for a company called
inpark and a long-term member of

My company manages 15 parking
facilities for the sfmta, the department of real estate and
the board of supervisor
including the fifth emission garage in the union square business improvement direct.
We manage about eight parking
facilities serving valet. As a result of this I've got to spend a significant amount of
time in the union square area and our company gets the opportunity to serve thousands
of union square businesses, moment
hotel guests, citizens and visitors on a daily basis.
When I moved here in 1999, I didn't frequent union square
that much and no offense to
karen and my fellow members, I thought it was shady at the time.
But, over the course of the last
15 or so years, I've seen union square become that destination
that now I want to visit as much
as I can. This transformation didn't happen overnight.
It took a lot of collaboration with the city of san francisco,
departments and the union square B.I.D.
I urge you as members of the board of supervisors to continue your support like you have for
so many years.

I moved here from the east coast
in 1990 with my sister and the first thing on our bucket list was to go to union square.
The union square I remember gave
me a sense of san francisco.
I really feel that union square
is absolutely part of the world stage. The millions of visitors that
come to union square leave with
an impression they don't forget.
I haven't forgotten mine.
And mine was one of, this is the friendly iest city. People are so nice. I was comparing it to new york where I came from.
I also thought it was a really clean city.
And a really approachable city.
And I couldn't wait to make this my home.
I now have the pleasure of
assisting and managing not just residential communities but
iconic buildings on union square
where we have people come to work everyday. When you come to work everyday u. It's your home.
It's your home away from home. Some of the things that I recognized through the bid, I'm
in support of the union square
B.I.D. Renewal.
The camera network has been inspirational to me and I am mimicking it across other parts of the city. It has stopped crime.
It has been a real aid to our
law enforcement professionals
who need that assistance and
back up.
I think of what the renewal
could offer with extended services into the evenings.
A place for people to find
happiness and comfort and

the director of the hotel council of san francisco and we
have members of both hotels and
businesses as part of our partnership. I'm also a member of the union square business improvement district board and I also sit on
their foundation board. First, the two-prong message is
I want to provide today to urge you to support the renewal is the clean and safe partnership that the hotel council has with the union square business improvement district. The main question many organizations ask themselves to understand the power of an organization like the bid, is to
imagine what it would be like without it.
What would that downtown district look like without all
the services that the bid provides?
It would very much look like a different neighborhood without their support. On the community side, the union square business improvement
districts creates a fabric of
excitement, engagement and diversity.
The bid works to incorporate those working to improve their lives like the downtown streets
team and the union square cares program.
They support the beautification efforts such as tree planting.
And they provide fun activities
like the downtown ice rink every holiday season, the winter walk.
We're losing some of the attractions where families can come together and celebrate, shop and celebrate special times of the year. I thank you for being supportive

Twitter and the hi-tech companies have not done anything for low income people, people homeless out on the street. These organizations have been helping people giving them a chance and opportunities to get permanent housing above the
minimum page that is being paid

and I further like to see them
expand and build affordable housing for low income and very low income bracket people. These that come from me by the time they get to you it takes several years for you to wake up and smell the coffee and doing what I propose.
Just like this
600 million-dollar tax by for low income housing. I've been talking to you about this for years and now you are doing something about t I don't want you to wait that long to
take care of this problem here.
These organizations are doing to
help people in low income and
put them to work. I'd like to see you expand and build affordable housing for those very same incomes of
people that you employ. Because you are in position to do so and you can be a leader and they'll follow your lead.
It's hard for them to follow my lead. It took me four and a half years
to get them to stop giving that multi billion dollar tax breaks
to twitter and several other hi-tech companies.

fell on and everyday this job reminds me this job as power. As part of the plan the city
describes traffic fatalities as occurring during collisions instead of accidents. As settled difference on the
surface but important recommend indications. And accident is a responsibility of the individual and the result of a mistake and a system that depends on perfect behavior to produce ideal outcomes.
A collision on the other hand is considered through a public
safety lens and addressed to a comprehensive public policy and

hearing as well as this
resolution uf -- jobs with justice, the labor council, progressive workers alliance,

founder of one valencia street
beloved and longest restaurants
and institutions.
it was born October 17th, 1979
in mexico one of more 10 siblings, he put family first
from an early stage in the 1950s he made his way to california before arriving in san francisco.
Together with his brothers,
chewy, jose and pablo, he will
opened mexico lindo a restaurant
that highlighted their homemade recipes and in 1968, he bought
the building at 546 and moved his family in upstairs and
opened his own restaurant. At the time, people thought it was a mistake to open a restaurant on valencia street insisting he would lose
everything. This didn't dissuade him and his family who proudly operated it for the last 50 years.
He is a true pillar of the community who enjoyed helping others. He fed the hungry and provided shelter to those in need. When he met people looking for
work he would find odd jobs to help them out and helped the neighbors secure a grown green card. He was a humble man who never went to school and built his
successful small business on his own.
He became much more than a restaurant offering walls to
host local artists and lending
support to communities events
he passed away May 20th, 2019.
He was a loving son, brother,
husband, father, grandfather, father,
father and his four children manage the restaurant and keep his dream alive. May he rest in peace and power and May his memory be a
blessing, the rest I submit.

Few months ago in March,
supervisor fewer we release aid five-point small business
protection and promotion strategy in front of the old gold spike restaurant on
columbus avenue which has long been vacant due to a seismic
retro fit and a question able property owner who doesn't live
in the city and county of san francisco.
A lot has paid out in other publications with regard to what
the root causes of vacancies are. The largely, if you read some of
those articles, absent of actual
small business owners voices.
Although they do like to quote
real estate brokers who think
the answer is more formula retail.
So we continue to hear from
brokers and property owners but
the escalating concerns from the actual small business community
are often kicked down the road and since March, my office has
been convening real small businesses and their owners to
hear directly from them and as
the hurdles they've been facing. One of the conclusions we're
coming to is that one of the
chief obstacles is the incredible amount of fees that
they have to pay and let me see some of those fees.
A $2,000 fee for in respecting
toilets, an $800 fee for operating a mobile food facility
in addition to hundreds of dollars for the inspection of combustible materials.
A $7,000 fee to operate a pawnshop.
Thousands of dollars to operate as a tour guide and the list
goes on and on. They're are actually 200 valid
fees that a small business might be liable for.
Today, I'm submitting a letter of inquiry to the planning
department requesting data since January 1st of 2015 on the length of time from application to final approval to open a small business and also
submitting a letter of inkawartha reto the controllers office as to each and every one
of those fees that hopefully we
collectively can right size.
This is actually feeing our small businesses to death. There's no fee as great as the rent being paid from small businesses which is precisely
why I hope all of you will
support for March of 2020 the
much discussed vacancy tax that
hopefully will charge property
owners who do not exercise due diligence to reexercise the spaces.
On other matters, I'm introducing another infusion of funding for this acquisition and
rehab of 937 clay street which
is a product of our 2016 affordable housing acquisition
and rehab bond and proposition c and these funds continue to help preserve valuable affordable housing for the most vulnerable populations in the city and county of san francisco.
I do have an item for the impair tive calender which has been co sponsored by each and every one of you.
I want to thank a few people. They're quite capable of council
and theresa mueller, our mayor
london breed, who joined with
mayors la cardo and shaft in
writing a letter opposing late
friday evening amendments to
assembly bill 1054 which is the is assembly bill being pushed by
the governor's office to deal
with the wildfire cost and how the electrical industry going to
be stabilized but on friday evening, amendments were added to that bill that would prevent
san francisco and other municipalities or at least
hinder san francisco and other
municipalities from acquiring pg&e infrastructure during their
bankruptcy or after that
bankruptcy by giving additional powers to the notorious
california public utilities commission.
I want to publicly acknowledge
our state senators scott winger,
who courageously fought that yesterday in committee and
decented on the floor of the
senate last evening.
The was the only democrat in the
california state senate to do so. There's still hope on the assembly side.
I want to thank my co sponsors
supervisors brown and ronen and since introducing this to the imperative calender we're later
on we'll have to make findings that this is truly imperative
and it truly is imperative and
he grows it's imperative because we only came to know about this
after the agenda was published and if we fail to act, harm could be done to the city and
county of san francisco before our next board meeting a week from today.

francisco's authority to acquire

have called mixed status families. Families that include members
who immigration status makes them inhe will age able pro mating the assistance to cover
only those family members considered eligible but now hud has proposed a new rule that would lead to the eviction of
more than 100,000 people across
the country.
The rule would force every person under 62 living in
federally subsidized housing assistance to undergo immigration status screenings by the department of homeland security.
and in a brutal reversal of existing policy, hud would not
allow mixed status families to remain together. Instead, families would have two impossible choices.
Breakup or leave their homes.
Imagine a mom perhaps undocumented, but just as likely
someone with a visa who isn't
eligible for a subsidy living in
public house what is throw housing with throw three children. The grandmother who lives with them and takes care of the kids sun documented.
So either they all go or grandma goes. Imagine having to chose again
your family and your home. The mayor's office of housing and community development has
project inside proposed rule
would effect 164 deeply poor
families in san francisco. 680 people.
Nearly half of them children.
And it's expect that many more
who chose to leave out of fear. Ben carson justified the proposal rule by saying, it's not that we're mean hearted, it's that we're logical.
You take care of your own first. The people he is attacking are our own. Our neighbors, our families. We cannot allow them to be turned out of their homes.
I want to thank supervisors

resolution along with supervisor fewer to urge the office of small business to convene a small business economic
mitigation working group to outline economic mitigation measures and support of san
francisco's small businesses and
mom and pop stores, corner
stores, small grow sers and
effecting bit e cigarette and flavored tobacco ban as well as other operational fees enacted by the city and county.
This working group will be
established in a next 60 days
and would develop recommend recommendations.
It would include but not limited to, one representative from the
office of small business, one representative from the office
of economic and workforce development, one representative from small business development center, one representative from
the small business commission,
the city attorney's office, four
small business representatives
including one smoke shop representative, one merchant
organization representative, two small grocer representatives,
additional representatives May be sought from groups with expertise or experience in addressing or advocating for
small business concerns. My office and supervisor fewer owes office is committed to helping our small businesses
especially or mom and pop shops who have been effected by our recent legislation and we look forward to working together with
the office of small business on this. I also want to add that our
focus to ensure small businesses
thrive is not just due to the prohibition of e cigarettes here in san francisco.
It's because the small businesses are the fabric of our communities.
That's what my colleagues and I put $5 million into mitigate the lost of revenue for businesses
effected by construction projects, providing resources in
the budget to enhance economic viability for commercial corridors and we will continue
to help our small businesses be successful and I also want to thank supervisors brown and
haney for their support of the workgroup.
I want to end this meeting in
memoriam of cesar cor nil yus young.
He was born in arkansas city arkansas.
On October 27th, 1928.
He was a world war ii and korean war veteran.
After serving our country, Mr. Young endeavored to better himself by obtaining a diploma
from the pacific radio school in
which he completed courses
relating to theory and practice
of radio and television
servicing in 1955.
In 1959, will young venture into entrepreneurship in the african american community. he was one of the first african
american business owners in san francisco. His first business venture was
in tv and radio repair.
Although he had a shop located
in the bay view district, he made house calls.
By the mid 1960s, Mr. Young
had a chain of record shops
under the name united records.
Two in san francisco and two in oakland, one in richmond, and
one in va laio. United records featured artist
of the time that greatly
influenced the black community. In 1968, Mr. Young went into the small grocery business and within the course of 10 years opened a series of stores within
san francisco.
Mr. Young was a maverick of his time. Despite facing racism, and segregation, after serving this
country wholeheartedly.
He persevered against societal
odds and he was truly one of the greatest men of the great of the generation.

supervisor's fewer resolution on
dehumanizing language. We've worked very hard on this language and I wanted to give you all a story of why this is so important.
We've all told a lie before. How would you like to be introduced as a liar prior to your name?
That is what we do everyday when
we talk about people as felons, convicts, yule juveniles. I wanted to read a quote by eddy I
eddy, a criminal justice advocate who passed away five years ago. Supervisor fewer mentioned him and he was the first to talk
about the dehumanizing language
that comes with the term fell on ask ex-con.
He said the worse part of repeatingedly hearing your negative definition of me is I began to believe it myself.
For a man think it in his heart so he is.
It followed that calling me an
inmate, a convict, a prisoner, a
fell on or offender indicates a lack of understanding and of who
I am but more importantly what I can be.
And this non binding resolution tells you when you pass criminal justice reform bills to take a moment and use person first.
It's easy to say offender.
But it's so much easier on the
self-is steem of people to say previously incarcerated person
or person who has committed a crime. Recognizing that they are a person and traditionally when we TALKp ( about the byrnes report and racial dis parties, african

not represent district three or
those of other districts?
What does your support of him mean? Two, it is indisputable that this resolution is very controversial and has provided

Why do we want to aid to stir up the community?

principal. San francisco is known for

supervisor peskin for engaging with our organize -- I were neighborhood organization and spent some time on this issue, both broadly about having a navigation center within the
district, as well as this specific location.

beings with stories, with dreams and with agency. We numb ourselves because we feel helpless.
The problem is too fast, too big for one person to accomplish anything.
The opportunity of our
navigation center in our neighborhood is one that all san
franciscans should support. These navigation centers are
controversial.
If it is not in our neighborhood , then the problem only persists on our streets and

people in the alleys, and in my role as pizza lady for the past

people out, where would they go?
Where they have gone is closer and closer to navigation centers this is a perfect place and
opportunity because the few people who have been successful
in helping have responded to the
proximity of having that help right in front of them and I
appreciate aaron peskin's work, and especially the tireless work
of the people of the lower poke
community benefit district.
That is a C.B.D. I would like to
support, not the C.B.D., but the pot retail stores.
It is the exact kind of usage
for a building that we have been hoping and praying for and I think most of the members of the
surrounding community want to support it. Those same neighbors will be there whether this center is there or not. So how fabulous to have 80 beds and outreach services for them.

from mexicans.
Several members have stated that it results in unlawful transportation and runs into the
amount of 20 to $25,000 for several weeks journey.
Anyone thinking of -- picking up a travel guide can tell you more accurately that the trip takes
only several days and costs several hundred dollars.
It is more accurate to state that the majority of these individuals are seeking a higher standard of living and improved
quality of life and are enjoying some adventure. Some are simply trying to earn as much as they can to send
money home to their families for
consumption or investment, some individuals are fleeing lawful arrest and prosecution.
It makes perfect sense that they will enter the country
unlawfully. Others are in gangs, some are simply fleeing their
responsibilities. There are as many motives as there are individuals. I believe, however, that boundaries and borders are help healthy among people and among
nations when we do not respect borders or personal boundaries when we access fundamental documents belonging to others in order to access whatever it is
we want, be it employment -- employment, goods, services, or access to other resources. This is neither healthy or lawful conduct. it is in measurement, it is
dysfunctional, it is socially
disruptive. It also contravenes
international law.
I can't embrace your politics of transgression of illegal
immigration or of men dressed as
women, following women and girls and two bathrooms as transgender , what have you. Or state laws that outlaw
employers to have cooperation with federal investigators, particularly when --

This just came out by jeff kaczynski and his group. Basically what it is saying is
that the people that go into the navigation center, they are only
going to house 5%, so just
consider that. 95% of the people who go to the navigation center are not going
to get housed.
The limited stay, let me see,
the end of stay, 30 1% choose to exit by choice.
Forty-one%, are the navigations
really that bad where 41% of the
people who actually go there would actually leave? That is what jeff kaczynski's
numbers imply.
San francisco administrative code 106 says that the controller is supposed to
provide reports involving the
navigation centers and I don't
have any to date.
Also consider the denial of
service.
10% -- the navigation centers
that were built, they were
viable, not the best, but
somewhat viable. What jeff kaczynski is doing is illegal.
Look at the seven day stay. Seven day stay, that is a violation of the shelter
extension policy. We need some legislation from this body to protect the
homeless from the manipulation
of the wordage that jeff kaczynski uses to violate the law and the san francisco policy
that we fought for for the past

our agenda. I absolutely salute and concur with our assembly member's
desire to spread accessory dwelling units throughout the
state of california, however, there are two profound concepts that are important for the city
and county of san francisco. First is since the advent of
A.D.U.S in this municipality is
that the vast majority of them are subject to regulatory agreements pursuant to the costa
hawkins act that allows them to be subject to a rent
stabilization ordinance, chapter 37 of the administrative code and I would like to make
sure that anything that is done statewide continues to honor
that in the city and county of
san francisco as well as other municipalities that have rent-controlled regulations.
In addition, there are
provisions as it is currently written that could undermine san francisco's eviction protection
controls. Our staff have been in close communication.
I am hopeful that, how should I
say this appropriately, given
the unfortunate dynamics in the
california state legislature, even though we have a majority
of democrats in both the
assembly and the senate, rent control and eviction protection continues to be a bad word up there.
I am hopeful that the assembly member can incorporate and get his colleagues to agree to some
amendments that will honor our long-standing eviction and rent
control regulatory regimen in san francisco. With that, I would like to
continue this one week.
I don't take this lightly, I
don't like to oppose something
that is offered by one of our
assembly delegation members, so

resolution urging the city and
our department of real estate to
pursue an option to purchase or
lease property at 888 post street, commonly formerly known as the house of fans, I
commended to all the view, I
want to -- what is that? And a supervisor fewer says that
she bought a fan from there, and so did I. So by way of background, as I said in the chronicle the other day, hopefully the fourth time
is a charm.
One mare breed and I did the groundbreaking at 88 broadway
today, which I proposed as a
temporary navigation center, a
number of years ago when ed lee was mayor after supervisor ronen
was able to secure 1515 south
van ness for a period of less than one year, that was my first attempt.
My second attempt, actually that was my second attempt.
My first attempt was our lady of
waterloo bay church.
This is my fourth attempt.
I just want to say, the neighbors and neighborhoods of district three are remarkably cool.
Thank you to Miss Michael's, A.K.A. The pizza lady who is
still here.
To the folks from the lower pole neighbors and the lower polled C.B.D. This is a neighborhood that is an pricing -- embracing it. I'm tired that hearing
persevering that it does not pencil. It penciled in supervisor ronen 's district and dang it, we all want to be part of the solution and this supervisor is
trying to be part of the solution, so I asked for all of your support and we all saw the
numbers. Since 2017, I don't know why it take so long to get a point in
time count back to the board and
the electorate and our neighbors
, but it says that the
numbers have gone up 30% although I am informed by supervisor ronen that district nine and district three fared better then the rest of the city , or at least they did at
that one point in time. I think my totally cool constituents for supporting a
navigation center in the northeast county of the city and
county of san francisco. >> thank you for your leadership and this and putting it forward as you're calling to the south. I support this. Also a somebody who lives three
blocks from the site, just down the street, it is right across
the street from district six.
I want to thank all of the residents who came out here, and supervisor peskin for your
leadership on this there is a
myth out there that people don't want to see navigation centers,
do not want to see shelters, do not want to see services in the
district.
I do understand we have shared responsibility in addressing this challenge. I want to thank you for your leadership. And whatever I can do support you on this and whatever I can
do to support any of you who are
also fighting to make sure you
have the needed urgent services for our homeless population in your district, I know that there will continue to be a lot in district six and we are good
with that but we also want to support additional supervisors in districts who want to expand services as well.
I hope that the city takes you up on this opportunity. I do think this will pencil and
I hope to see a navigation center right up the street from
me very soon. >> supervisor ronen? >> I just want to echo and say
that I have bared witness to supervisor peskin's very frustrating attempts to get a navigation center in its
district.
When I tried to get venice in my district, I was also told know and I was also told it doesn't
pencil and I said I disagree.
It is time to push. There are too many people that are sleeping and dying on the streets on district nine and we have to do something about it
and it worked.
We were able to get from 260 tenths of probably double the amount of people living on the streets of the mission district all the way down to 30 tenths at one point.
That was the best we did.
We ebbed and flowed between that and as supervisor peskin mentioned, it was a district three and nine there were the only two districts who had a
decrease in unsheltered people in the district in this point in time count. So why the -- while the cities
skyrocketed up, we went down. That was because neighborhood
-based commitment to a real solution to homelessness, which is to provide an alternative place for people to be and to allow them to stay
there long enough to be able to resolve the situation that they
were facing.
That is something that I feel frustrated about our citywide strategy.
Not only do we not have enough navigation centers all over the city and I do commend the mayor for trying to fix that, increase
the navigation center beds, but the stays in the center are so short that they cycle in and out of that.
That is not the way we did it in the mission.
The way begot lasting change is people were allowed to stay in
the navigation center until they
resolved their situation. That is where we got the lasting
effects.
I too just want to offer my support to supervisor peskin and
say I am behind you all the way and agree with supervisor haney. Any colleague who fights and
demands resources for homeless people in their district, I have
your back 100%. I always well. Sometimes we have to push hard,
even when the department of
homelessness says no.
