GOES BACK NOT YEARS, BUT DECADES.

I THINK IT IS FINALLY ALMOST LANDMARK INASMUCH AS THE PEOPLE WHO HAVE BEEN CONCERNED WITH

THIS FOR NOW TWO GENERATIONS PLUS, HAVE BEEN ABLE TO COME TOGETHER, AND RATHER THAN HAVE A BLOOD BATH AT THE BALLOT, ALLOW US TO DO OUR JOBS.

WE ARE ELECTED OFFICIALS, ELECT

TO LEGISLATE. FOR THE HANDFUL OF FOLKS WHO

THINK THIS SHOULD GO BACK WITH A

BALLOT MEASURE, I THINK ITS VERY CLEAR THAT THE PARTIES WHO HAVE BEEN CONCERNED WITH THESE

ISSUES FOR YEARS HAVE EMPHASIZED

WAS STATED FORCEFULLY. AGAIN, IT WAS ACTUALLY A BEAUTIFUL HEARING, AND A

BEAUTIFUL RALLY, IN MY OPINION,

BECAUSE I THOUGHT IT WAS AN ACCURATE REFLECTION OF THE DIVERSITY OF SAN FRANCISCO, A DIVERSITY THAT I THINK MOST OF

US NOW IN THIS CITY ARE

COGNIZANT THAT WE ARE AT RISK OF LOSING.

AS IF YOU LOOK AT OR IF YOU COMPARE, LETS SAY, RACIAL

DEMOGRAPHICS WITH ECONOMIC

DEMOGRAPHICS, THAT THERES A

TREND AND THATS NOT SURPRISING,

GIVEN THE HISTORY OF THIS

COUNTRY, AND GIVEN THE DISTRIBUTION OF WEALTH IN THE

WORLD IS NOT SURPRISING, THAT

WEALTH AND RACETRACK DEMOGRAPHICALLY.

BUT WHAT HAPPENS HERE IN

SAN FRANCISCO, AS HOUSING INCREASINGLY OUTPACES WHAT

AVERAGE FOLKS ARE HISTORICALLY WHAT SAN FRANCISCANS IN TERMS OF MEDIAN INCOME CAN AFFORD, WHAT

WE SEE IS WE SEE AN EXODUS OF FAMILIES AND EXODUS OF PEOPLE OF

COLOR FROM THE CITY, CLEARLY.

ITS BEEN VERY PAINFUL. WEVE SEEN IT IN THE

AFRICANAMERICAN COMMUNITY IN SAN FRANCISCO BUT I DO NOT THINK ITS LIMITED ANY LONGER TO THE

LOSS OF JUST ANY ONE COMMUNITY

WITHIN THE CITY. COLLEAGUES, FOLKS HAVE COME

FORWARD WITH A MODEL TO HOUSE SAN FRANCISCANS FROM THIS

DIVERSITY OF BACKGROUND THROUGH

A MYRIAD OF TYPES. THE SUPPLEMENTAL APPROPRIATION

IN FRONT OF US, WHICH MIRRORS LAST YEARS SUPPLEMENTAL APPROPRIATION, IN AN ONGOING EFFORT, OUT OF OUR MAYORS

OFFICE ON HOUSING, IT PROVIDES

FOR THE DIVERSITY OF THE CITY,

AT THOSE INCREMENTAL LEVELS

WHICH CANNOT MAKE IT IN THE PRIVATE MARKET OTHERWISE.

IM TALKING ABOUT HOUSING FOR

FAMILIES IN SAN FRANCISCO, UP TO

60 OF THE CITYS MEDIAN, THE

SUPPLEMENTAL GOES A STEP FURTHER AND SAYS HALF OF THOSE MONEYS,

HALF OF THE 10 MILLION, 5 MILLION, WOULD BE RESERVE FOR

FAMILIES WHO ARE LOWER INCOME,

AT HALF OF THAT INCOME AT 30 OF THE MEDIAN. THE SAME FOR SENIOR HOUSING,

PEOPLE WITH DISABILITIES, 5

MILLION FOR THAT, ANOTHER FIVE FOR HOUSING FORMERLY HOMELESS PEOPLE.

WE KNOW, AS THE HOMELESS CENSUS

IS TAKEN, THAT HOMELESSNESS IS

UP IN SAN FRANCISCO, NOT FOR A

LACK OF EFFORT, IN MY OPINION,

ON THE PART OF THE CITY, BUT JUST THAT THE PROBLEM ITSELF

OR THE PACE OF THE PROBLEM, WE ARE NOT KEEPING UP WITH, IN TERMS OF OUR PROGRAMMING. I THINK THIS, ALONG WITH LAST YEARS APPROPRIATION, WILL HELP TO TAKE A STEP IN THE RIGHT DIRECTION THERE.

A COUPLE OF OTHER THINGS WITHIN

THE SUPPLEMENTAL, WEVE HEARD AND HEARD FORCEFULLY AS WELL FROM TENANTS IN PUBLIC HOUSING IN SAN FRANCISCO, ABOUT

SIGNIFICANT CONCERNS AROUND

HABITABILITY, AROUND SAFETY AND

SECURITY. THIS APPROPRIATION HAS 5 MILLION TO SUPPORT EFFORTS, BOTH REPAIR

EFFORTS, AS WELL AS TENANT

SERVICES EFFORTS ON HOUSING SITES HERE IN SAN FRANCISCO.

THIS IS A SOMEWHAT AN ADVANCED STEP TO COUPLE THE CITYS AFFORDABLE HOUSING

PROGRAM WITH THE HOUSING

AUTHORITY SERVICES WITHIN SAN FRANCISCO. ALSO, AN EXTENSION OF OUR

PROGRAM FOR LAND TRUST WITHIN

SAN FRANCISCO CALLED REAL

OWNERSHIP OPPORTUNITIES FOR TENANTS. OF COURSE THERE ARE SUCCESSFUL

MODELS IN CHINATOWN WITH THE

PRESERVATION OF THE TENANCIES IN

THE FONG BUILDING. COLLEAGUES, THIS IS AN ITEM THAT

HAS RECEIVED I THINK MORE ATTENTION THAN PERHAPS IT

RECEIVED LAST YEAR BECAUSE OF A

STANCE TAKEN FROM THE MAYORS OFFICE, SAYING THAT IT DIDNT

FIT WITHIN THE PROCESS, OR THAT

FOR SOME REASON, BECAUSE OF MOUs THAT WERE LOOKING AT, WE DONT HAVE THE RESOURCES.

BUT I SAY TO YOU, WITH 126.6 MILLION IN THE BANK, A FIGURE

THAT WHEN WE SEE NINE MONTHS REPORT WILL PROBABLY BE BIGGER

THAN 126.6 MILLION, AND ASK FOR

28 MILLION ON ONE OF THE MOST PRESSING, IF NOT THE MOST

PRESSING ISSUE THAT FACES A

BROAD SPECTRUM AND DIVERSITY OF SAN FRANCISCANS AND THATS THE AFFORDABLE HOUSING CRISIS IN THE CITY, I THINK IS NOT SIGNIFICANT OR OUTRAGEOUS ASK.

I THINK THAT WE CERTAINLY HAVE

PROVEN THAT WE ARE ABLE TO DATE,

TO TAKE PUBLIC SPENDING, AND TO

DELIVER A HOUSING UNIT MONEYS

THAT THIS BOARD APPROPRIATED

LAST YEAR, IN COOPERATION WITH

THE MAYORS OFFICE, A 20 MILLION SUPPLEMENTAL APPROPRIATION WHICH

HAS BEEN RELEASED, IS GOING TO DELIVER HUNDREDS OF UNITS, INCLUDING FAMILY UNITS, UNITS

FOR SENIORS, PEOPLE WITH DISABILITIES, AND TO HELP

FORMERLY HOMELESS PEOPLE OFF THE STREETS AND INTO HOUSING MODELS. THIS IS THE BEST PRACTICE OF GOVERNMENT. THIS IS A PROGRAM WHERE

SAN FRANCISCO IS RECOGNIZED NATIONALLY FOR SUCCESS. AND YET THE ONE SHORT COMING OF THE WHOLE THING IS THAT WERE NOT DOING ENOUGH OF THIS. THIS IS TAKING AN OPPORTUNITY THAT WE HAVE, WITH BETTER THAN ANTICIPATED REVENUE IN THE

CURRENT FISCAL YEAR, I REPEAT

126.6 MILLION FROM THE SIX MONTH REPORT THAT THE CONTROLLERS OFFICE RELEASED A COUPLE OF

MONTHS AGO, AND A 28 MILLION APPROPRIATION FROM THAT. I THINK ITS PRUDENT, I THINK

ITS THE RIGHT THING TO DO. AND IF YOU HEARD ANY OF THE TESTIMONY AT THE HEARING LAST

WEEK, OR ANY OF THE TESTIMONY,

VERY FORCEFUL, STRONG TESTIMONY

FROM MOTHERS RAISING FAMILIES, IN HOUSING, FROM FAMILIES

DOUBLED UP IN SRO HOTEL ROOMS, SENIORS LIVING IN SHELTERS.

I THINK THE IMPERATIVE IS THERE FOR THE CITY TO DO MORE.

COLLEAGUES, I ASK FOR YOUR SUPPORT OF THIS ITEM. President Peskin: SUPERVISOR JEW.

OPPOSITION OF THIS ORDINANCE.

I AGREE THAT SOME BUT NOT ALL

THE FUNDING TARGETS OF THIS ORDINANCE ARE SOUND.

I STRONGLY DISAGREE WITH THIS 11th HOUR APPROPRIATION OF THE

CURRENT YEARS PROJECTION BUDGET, WHILE AT THE SAME TIME THE 200708 BUDGET IS BEING PREPARED BY THE MAYORS OFFICE. THE MAYOR HAS INDICATED PUBLICLY THE PASSAGE OF THIS ORDINANCE WILL RESULT IN ALL CITY DEPARTMENTS CUTTING BACK THEIR

RESPECTIVE BUDGETS BY AN ADDITIONAL 3.

ON TOP OF THE 3 REDUCTION THEY STARTED WITH. SINCE THE ANTICIPATED SURPLUS HAS ALREADY BEEN ROLLED INTO NEXT YEARS BUDGET, IN OTHER

WORDS EVERY DOLLAR THAT WE SPEND TODAY HAS TO BE CUT FROM NEXT YEARS BUDGET.

THIS IS NOT A PRODUCTIVE WAY TO DO BUSINESS. WE SHOULD WAIT UNTIL THE BUDGET

PROCESS BEGINS, AND THEN

EVALUATE EACH FUNDING SUGGESTION BASED ON ITS MERITS. I UNDERSTAND THAT THIS SORT OF

BUSINESS IS WHATS HAPPENING LAST YEAR AT THIS TIME, BUT THAT

IS NOT AN EXCUSE FOR POOR FISCAL

MANAGEMENT OF OUR TAX DOLLARS. I DONT DOUBT THAT SUPPORT FROM

I WOULD MAKE A MOTION THAT WE TAKE 5 MILLION OF THE 20 MILLION THATS CURRENTLY ALLOCATED FOR

THESE ARE FIRST TIME HOMEBUYERS IN SAN FRANCISCO.

THE PROGRAM IS ESSENTIALLY

SILENT SECOND MORTGAGE, ITS

HELD BY THE CITY, AND THE BORROWER MAKES NO PAYMENTS DURING THE COURSE OF THE MORTGAGE.

THE LOAN IS USUALLY DUE 40 YEARS AFTER THE PURCHASE OF THE HOUSE, OR AT THE TIME OF RESALE.

VERY WIDE DISPARITY OF WEALTH IN

HOUSEHOLDS IN SAN FRANCISCO, AS

COMPARED BETWEEN FOR EXAMPLE THE LATINO, AFRICANAMERICAN POPULATION AND THE WHITE POPULATION.

SHOWN, AMERICANS BUILD WEALTH PRIMARILY THROUGH THE HOMES THAT THEY OWN.

NEIGHBORHOOD LIKE, YOU KNOW,

VISITACION VALLEY, OR EXCELSIOR OR INGLESIDE. LETS SAY IN INGLESIDE, THERE MIGHT BE AN AFRICANAMERICAN

SENIOR CITIZEN WHO LIVED THERE,

HAS LIVED THERE SINCE THE SECOND

WORLD WAR, HAS LIVED THERE, 30,

45, 50 YEARS, AND NOW CHOOSES TO

EITHER SELL THEIR HOUSE OR

LENT OUT THE ENTIRE 15 MILLION, AND IT IS NOW LENDING FROM WHAT PEOPLE HAVE PAID BACK. THE MAYORS OFFICE OF HOUSING, IT IS MY UNDERSTANDING,

CURRENTLY HAS ABOUT 2 MILLION IN

THE DALP POT AND ARE ISSUING

FROM EIGHT TO 10 NEW LOANS PER MONTH. IT IS ALSO MY UNDERSTANDING THAT

MOST OF THE DALP RESIDENTS

PURCHASING HOMES ARE IN THE SIEWTH EASTERN NEIGHBORHOODS

SOUTHEASTERN NEIGHBORHOODS I MENTIONED. THE TYPICAL PROFILE, MIGHT BE A

FAMILY, WITH ONE WORKING HEAD OF HOUSEHOLD, A MUNI DRIVER OR

OTHER GOVERNMENT WORKER, ANOTHER

HEAD OF HOUSEHOLD AS A COOK, TWO KIDS IN THE FAMILY, TOTAL

COMBINED INCOME OF 80 AMI.

DALP LOANS CAN BE MADE WITH AS MANY OTHER FUNDING SOURCES AS

POSSIB FROM THE

CALIFORNIA HFA DOWNPAYMENT ASSISTANCE PROGRAM, A STATE PROGRAM.

SO THAT HOMEOWNERS ESSENTIALLY CAN LEVERAGE ALL THE FUNDS THAT

NATION IN TERMS OF A MODEL GOVERNMENT. UNFORTUNATELY, THE NATIONS SPOTLIGHT HAS BEEN LAGGING IN REGARDS TO THE SAN FRANCISCO POLICE DEPARTMENT. I HAVE A PROPOSAL TO EMPOWER THE CITIZENS OF SAN FRANCISCO TO

REFORM THE SAN FRANCISCO POLICE DEPARTMENT BY HAVING A DISTRICT ELECTED POLICE COMMISSION THAT

WOULD BE A FUNDED AND PAID POSITION. THE FUNDING WOULD COME FROM THE

SAVINGS OF PAYING FOR LITIGATION AGAINST THE CITY AND COUNTY OF SAN FRANCISCO AND THE SAN FRANCISCO POLICE DEPARTMENT,

BY HAVING STATE OF THE ART

POLICING STANDARDS. I HAVE THE UTMOST RESPECT FOR

THE MEMBERS OF THE SAN FRANCISCO POLICE COMMISSION, BUT I FEEL THEY SHOULD BE EMPOWERED TO CREATE A MODEL POLICE DEPARTMENT, WITH DIRECT INPUT FROM CITIZENS WHO WOULD BE ABLE TO APPROACH THE POLICE COMMISSION AT A NEIGHBORHOOD OFFICE LEVEL.

THIS WOULD ALLOW POLITICAL INDEPENDENCE FOR THE POLICE COMMISSION TO DECIDE WHICH

PRIORITIES ARE NEEDED FOR THE

SAN FRANCISCO POLICE DEPARTMENT. THERE SHOULD BE NO TIME DELAYS

THEY DECIDED TO PRESENT HER AND PURSUE NEGOTIATIONS WITH THE OWNERS OF THE PROPERTY FOR OVER A YEAR AND A HALF. WHEN THE PROPERTY OWNERS REFUSED

TO SETTLE THE MATTER, DFED SUED ON MS. CARPERS BEHALF. WHEN THE CASE WENT TO TRIAL IN

OCTOBER OF 2005, THE JURY FOUND

THE OWNERS LIABLE FOR HARASSMENT

AND DENIAL OF A REASONABLE ACCOMMODATION, AWARDING

MS. CARPER 250,000 IN COMPENSATORY DAMAGES PLUS

POSSIBILITY OF PURSUING PUNITIVE

THAT THEY OWN STILL HAVE THIS

POLICY IN PLACE.

AND, FINALLY, A LOT OF PEOPLE

COMMEND AND RECOGNIZE AN ORGANIZATION AND THE VOLUNTEERS INVOLVED WITH IT, WHO HAVE BEEN

DOING INCREDIBLE WORK IN THE

FIGHT AGAINST CANCER, A SCOURGE THAT AFFECTS THOUSANDS OF PEOPLE

IN OUR NATION, AND IN SAN FRANCISCO, WHERE

APPROXIMATELY 3600 PEOPLE WILL

BE IN THIS CITY ALONE, DIAGNOSED

WITH CANCER THIS VERY YEAR, AND ALMOST 1500 SAN FRANCISCANS ARE

EXPECTED TO LOSE THEIR LIVES WITH THEIR BATTLE AGAINST CANCER THIS YEAR. LAST WEEK, WE PASSED A

COMMENDATORY RESOLUTION,

RESOLVING TO PROCLAIM MAY 1 AS

RELAY FOR LIFE PAINT OUR TOWN DAY.

THE PAINT OUR TOWN PURPLE

ANTICANCER CAMPAIGN IS A CHANCE TO HANG UP PURPLE DECORATIONS OR WEAR YOUR FAVORITE PURPLE SHORT FOR SUPPORT FOR INDIVIDUALS LIVING WITH CANCER AND HONOR

THOSE WHO HAVE PASSED AWAY DUE TO THIS DREADED DISEASE.

RELAY FOR LIFE IS A 24 HOUR TEAM EVENT.

ITS VOLUNTEER DRIVEN, VOLUNTEER PLANNED AND ORGANIZED.

TEAMS ARE FORMED AHEAD OF TIME, BETWEEN EIGHT AND 15 PEOPLE. THEY DO FUNDRAISING AHEAD OF TIME AND COME TOGETHER AT DIFFERENT LOCATIONS IN THEIR COMMUNITY.

THEY CAMP OUT, HAVE FOOD, ENTERTAINMENT, AND THEY WALK

AROUND THE TRACK, FOR 24 HOURS, IN REPRESENTATION THAT CANCER IS

A 24 HOUR DISEASE, NOT NINE TO FIVE, MONDAY THROUGH FRIDAY.

IT IS OPENED WITH A SURVIVOR LAP

THAT HONORS OUR SURVIVORS, ITS A CELEBRATION OF THEIR LIVES AND THE FIGHT THAT THEVER BEEN

PUSHING AGAINST CANCER AND WE

HAVE A LUMINARY CEREMONY AT NIGHT WHERE WE LIGHT BAGS WITH NAMES ON THEM IN MEMORY OF

PEOPLE WHO HAVE LOST THEIR FIGHT AN ARE STILL FIGHTING CANCER. WE ARE HAVING ONE THIS WEEKEND

AT LOWELL HIGH SCHOOL, APRIL 28

AND 29, OUR SAN FRANCISCO SUNSET

EVENT, AND HAVING JULY 14 AND 15 AT CHRISTY FIELD.

AS THE PRESIDENT SAID, MAY 1 IS

A STATEWIDE PAINT THE TOWN PURPLE. YOU CAN DRIVE UP AND DOWN THE STATE AND COMMUNITIES ALL OVER,

YOU WILL SEE PURPLE EVERYWHERE,

STREAMERS, BALLOONS, STORE

FRONTS, CITY HALLS.

ITS TO HAVE A HUGE SURGE OF

PURPLE SO ON THAT DAY WE HAVE AN IMPACT STATEWIDE ON HOW BIG THIS EVENT IS.

LAST YEAR WE HAD OVER 5,000 OF THESE EVENTS.

IN CALIFORNIA ALONE LAST YEAR

RAISED 33.1 MILLION FOR THE

AMERICAN CANCER SOCIETY WHICH

GOES TO RESEARCH, ADVOCACY.

WE HAVE A GOAL BY 2015 AS TO

REDUCE INCIDENTS OF CANCER BY

25, REDUCE MORTALITY BY 50 AND IMPROVE THE QUALITY OF LIFE FOR

THOSE LIVING WITH CANCER. THERES ONE IN TWO MEN AND ONE

IN THREE WOMEN WILL HEAR THE DISYOU HAVE DIAGNOSIS YOU HAVE CANCER.

AND EVERY DAY WE WAKE UP SOMEBODY PASSES AWAY FROM CANCER.

THIS IS AN IMMEDIATE EFFORT.
