We talked about this at the last board meeting and have the presentation that showed the different agencies in the region and what percentage of turnover they have had.

I pointed out that one of the

ferries have reached klipper use and it occurred to me that we

serve a different population,

the one that has in uses credit cards with all to reload.

i do not think that we can use that as an apples to apples comparison.

After I thought about it, it felt insensitive and I wanted to point that out.

of accounts to validate that

A couple of capital project updates. one of them is switch replacement on the light rail lines.

Switches are what enabled the trains to move from one course to a different course and switched the direction on the tracks.

m.T.A. Was successful in securing stimulus funding from the government for this project. This past weekend they completed

the first of 19 switch replacements.

This past weekend it was at 35th and 36.

We will be moving through the

system, the light rail service

system, largely to do these.

It is generally a one day shutdown that is required.

We will be doing these over the weekend.

Sometimes we will piggyback with

other construction works to minimize disruption.

This is to let folks know that

this is good, not and bolts repair work that the federal

government in this case is

largely funding, but important for the liability -- for the reliability of the system.

As I said, we will be doing it in conjunction with other construction projects, the

biggest of which we have going

is the church and boat project.

A quick update on that, our next

closure is not this coming

weekend, but next weekend, January 27. We will be closing westbound

market at church street, church

street at market in both

directions, with parking restrictions.

We have all kinds of muni service, additional and

enhanced, all around there to get folks around the

construction of the j, f, and 22.

This is just another of the plan

sequences for the project, which

is by and large moving along budget and schedule. A critical junction for us.

Basically, nothing new to report.

Things are going as planned and

the next shutdown is in two weeks. The only other thing I wanted to

report on is the centennial.

Mr. Chair, you had asked about this at the last meeting.

A brief update.

We have a communication plan for the event in terms of putting the word out about the {centennial and orchestrating

these events throughout the year.

everyone, I hope, knows that it

is December 28 of 2012, marking

the 100th anniversary of the

public transit system that is

publicly -- the first publicly

owned public transit system in the country. We are happy to be celebrating that. We are coordinating a kickoff event. The plan for the actual day of

the anniversary is December 28. We have one year' s worth the celebration to tout our great muni system.

We are coordinating with the mayor' s office to kick off the event.

We will establish an honorary committee to bring in folks from

the outside to help to shepherd this event. We are dovetailing with other

efforts, like the port of san

francisco 100th -- sorry, 150th

anniversary in April.

We are partnering with the market street railway, primarily among others, two-stage trolly

festivals in neighborhoods

throughout san francisco and the fall, and through the holiday season of 2012.

We will have display units that

featured the video vintaged photo archives. We have tremendous archives of

old photographs in the system that our communications folks

have been working diligently to archive and annotate.

We will be putting those up in

libraries, schools, government

buildings, retail locations, and community events.

we will photograph and document the great history, the rich

history of muni.

We have a kind of employee

advisement aspect of the celebration.

It is the employees today and for the past 100 years that have made me work.

We have had -- we will have special editions of the employee news late -- newsletter.

We will have a brown bag lunches and other communications

with employees.

Muni was known as the people' s railway. They were the first line of people to make the railway work.

We will be doing customer

appreciation events, having sponsorships and joint

promotions in terms of documentaries, newspaper

inserts, customer appreciation

days, really working with -- particularly the tourism industry and others, which you

and I rely on in terms of the services that muni provide.

We will have a comprehensive,

wed to 0.0 media presence in

terms of social -- web 2.0 media presence in terms of social communication that better allow us to reach the people of the bay area.

All of us lovers of the many system, ways that were not

available to us 100 years ago.

As we are developing a more specific schedule of the events, we will bring those to the board for your review.

But it is something that we are very excited about.

It is not every day that began

to celebrate our 100th birthday.

We have a great appreciation for our muni system. >> thank you.

We have a number of people who have expressed interest.

This problem of clipper card tagging and the stats that you

get are distorted and biased, because it is all bus tagging

cards.

But at the front, there is often in error.

I had to do it six times today. This month is the last month for paper passes.

In February, 800 to 1000 people who are seniors or people with disabilities will have to rely on this.

People standing near the front are vulnerable or fragile because they are afraid of being

a tic -- getting a ticket, but

they are afraid of falling because the boss May jostle or move.

There it -- bus will jostle or move.

That is where the crowding happens. i am asking considering two things.

That there be communing -- community education starting in March.

If someone seems like a senior, someone with gray hair and a

disability, tell them. They May not be aware.

Beyond that, there needs to be something done.

if I get a ticket in February or March, because this did not register, I am risking my safety.

Something needs to be said to a hearing officer' s, that they become aware.

Until klipper is more reliable, if I choose my safety over getting a ticket is a cause I should not have to bear. thank you. >> thank you. Next speaker, please?

I am here to speak against the installation of parking meters

in my neighborhood, as per the 17th consultant parking management plan.

I live on the 3200 block of 18th

street, between fall some and charlotte.

-- full some -- folsome and charlotte.

Parking has always been a bit of

a challenge, but it is not impossible.

It all works out and we can coexist. This plan will lot ease the situation for the residents at

all and it will place a greater

burden on us through meter rates and finds that will come

from the inevitable for getting to feed the meters.

This plan does not create any additional parking spaces.

But it will increase competition for those parking spaces.

The initial plan calls for a low

rate meters, 25 cents per hour, with no time limit and are payable in advance.

This will then buy computer usage into the neighborhood.

As it is also noted, this neighborhood is richly served by transit.

So, this plan will only make it worse, residents.

Provisions for the residents are inadequate. We should remember that there

are people that work there that are also residents of the neighborhood.

On some blocks, there are no provisions for residents at all.

there are 10 stages on my side of the block in the plan calls

for residential parking permits, if requested, but there is nothing to stop anyone from

parking at those spaces.

I would like to say that those

10 spaces served 16 different units, many of which with roommate situations rather than traditional families.

The input outreach on developing this plan was adequate.

I did not learn about it until late in November. >> thank you.

There is a problem with the one california bus. Sometimes you have to wait a very long time for the bus, then

three of them will show up.

This has been going on for some months.

last night, as of yesterday, I had to wait for a very long

time, suddenly there were buses following each other.

I wish that something could be done to look into this.

This was not a problem before, but it has been going on for about six months.

I would like to see that addressed. Also, two other things.

You know, I really want to see the accessibility of the seniors

and disabled to bosses -- buses. .

it is creating a hardship.

An internal communication in the

mta referred to this hardship as a challenge. But you are treating the seniors

and elderly as though this was

sealed boot camp training --

seal boot camp training.

This is not the olympic games.

This is accessibility to public transportation. I do not think that it is fair to people.

Second -- the third thing is that I would like to see a

situation where bikers do not

crash the red light and in the -- endanger people in the intersection.

it is -- the model should be shared the intersection.

retired muni operator and former secretary and treasurer. Cook

in here with my colleagues, some

of whom are retired and are no

longer employed by muni, but we

were all new drivers in 1984.

muni drivers in 1984.

remember this, as I give you this summary.

We were all muni drivers in 1984.

All of us have been aggrieved by

the actions of the trust fund trustees.

A joint board made up of mta

officials and of local 258 officials.

Their actions resulted in a

group of workers being singled out and left out.

Therefore, we were each denied a monetary payment of $1,880.

It was paid out last December 23, 2011.

there was a total of 155

operators who received $1,880 each.

They were actively working as transit operators in 1984.

Some of whom were still working in December of 2011.

and some who retired in 2009 through a 2011.

This group also received $1,880.

This $1,880 that was received by

some operators was the result of

a 1984 cost of living

adjustment that was placed into

the trust fund, and has earned

interest for the past 28 years.

That totals approximately $292,000.

As I stated in my opening

comments, we were all muni drivers in 1984.

This is the key to our agreements.

Where are our checks?

we want our money, too .

We are not looking for a handout. We all worked hard for this money.

It was in the 250 a mou.

why were we left out?

I was told by a trusty that it was logistically impossible to locate those still in the property. We do not agree.

Most of us are retired drivers receiving city benefits.

Therefore, the city has our contact information.

notice to these retired operators should be sent by certified mail. The truth is that no such

efforts were attended by these trusties. No one even tried to get in contact with us.

We know that there is still money in the trust fund.

use this money to pay out our

$1,880 each, which is fair and equitable.

If you think we are too old and senile to understand that we

have been bamboozled, this is our first step in trying to right this wrong.

We hope that it can be resolved at this level.

if not, we are prepared to the

gate and file appropriate criminal charges. Are there any questions? >> thank you very much.

I lived in an artist community

of long standing at mayor oppose that and alabama.

As you can guess, I am speaking to the parking meter issue.

It is a very serious concern to

many of us too, have, for a long

time, lived and worked in that area.

the feeling is that the plan

came to us at the end of November and I did not have a clue that it was actually going

on until I got back to town in early January.

The matter was supposed to be

decided in the first week of February. I believe that there has not

been enough time to consider the

mixed use quality of this neighborhood.

It is very mixed use.

It is not a commercial area or a transit hub.

Those of us with cars, there are 35 people in my building.

Currently in the plan there is no parking meters scheduled for

the front of my building, but everywhere else around.

The impact on those spaces that

we all use as artists, many of us daily.

Myself, I need a car because I personally load in and out every

day a full load of circuits equipment. I teach at five elementary schools.

You probably know that as our

providers, we are now paid a big salary.

So, I have to use my car daily.

If I have to pay half of the day

for me during, it feels to me

like a regressive tax.

It is where I live and work.

i want to say that we need more time to consider the matter, please. Thank you.

We received little to no outreach.

most of us found out a few days

before christmas through posters and fliers put out by a community organization.

We did not get anything until

the first week of January.

There were two different maps posted above the neighborhood in the plan.

so far I am in san francisco and I own two different retail clothing stores. I' ve worked solely out of

developing environments on alabama street.

I deliver stuff to different neighborhoods. Probably about three trips per week.

This program is right, where it is applicable.

In this neighborhood, it is not applicable.

It is a mixed use area.

It will cause a lot of businesses to leave.

The city has been working.

They were like -- please, do not undo the work we have been doing. This is a straight up thing.

we have to leave because our

employees will not have a place to park.

We had a community meeting and I

ask everyone if they really needed a car. Come on.

We walked year. Yes, we do.

I might come to the meeting next weekend I will try to do it on your knee.

You will see me sweating, carrying bags and boxes. It is just not doable.

So far in two years there were

167 surveys gathered from the

parking lot by summer interns.

my background is as a master of

arts and physical therapy sciences.

This is not statistically significant data collection. The conclusions that are drawn from it are not appropriate.

The plan derived is not appropriate.

In less than one week we have 250 signatures of mine.

we want to help. Give us more time.

I begin my public comment and a story. I know you have heard a few times, as I have spoken in

public comment, so I will not go into that too much.

I would like to remind you of the families and young people who have spoken throughout the

city, in public comment and on the steps of this building.

The families that right muni every single day.

I stand here representing the

thousands of youth throughout

the city, who have many needs, access to public transportation being one of them.

in fact, in the face of all of these fiscal cuts affecting the

many aspects of youth life ,

providing clean muni for all youth in san francisco will

greatly and positively affect the lives of youth in our city.

I urge each member of this board

to vote in support of the

movement coming on February 27.

Our director recently received a

great deal of communication about this parking area. Can you tell us where we are?

that I would bring in its form,

or revised form, to the mta board on the seventh.

that process has happened.

I think that there are more community meetings scheduled

between now and the seventh.

Our current plan is to bring to

the board a proposal low some

sort of the seventh, to advance the parking proposals.

Regarding item number 11, the people' s plan, they are asking that the item not be heard before 2:00. Mr. Chairman, if you would like

This is something that staff has been dealing with for a while.

Every six months or so, I would

say that I get some requests from members of the public to

ask to have transit shelters taken out.

It tends to be a real clash. We have been working on this for

a couple of years at this point and felt it was something we wanted to bring to the board to

make a strong statement, that it

is the mta policy to keep in shelters. We do have a procedure where we would consider problems to try

to resolve that, but we think

this is a good balance on where it should be.

The wording is vague in terms of how it might be looked at from the October hearing.

Another question, why are you

dealing with a shelter removal policy?

it is almost a

bass ackwards approach.

This specific scenario, this is

a transfer point between two lines. Apparently there is no specific

priority for shelters with transfer prices.

So, that is something that I say is missing.

Even with regards to this policy, I pointed out at the access meeting that none of the

language in the text was cited

as a reason for the removal of

the 39 and 91 bus stops. People said that there were

shouting, drinking, and cursing. but nothing in the language here would have justified that removal.

In addition, the hearing officer then made a

recommendation that I verified as impossible to fulfill.

He said that because there was a communication facility for

the blind at these shelters, there should be a kiosk put up

so that the blind could know when the buses coming.

There is not any kind of technology or facility like that.

No vendor at a bus shelter would pay for it.

It is irrelevant and not able to be fulfilled.

You should not pass this. It is incomplete and it is bass ackwards.

A transfer point where there ought not to be one is just wrong.

sorry I have not read the

proposed policy, but some of

that bus shelters in particular do not have the next bus schedule.

I would be interested in of what exceptions to the rule might be appropriate.

That all of those shelters ought to have the best information in them. As to this proposed policy

itself, I do not know if it has

been reviewed by the citizens advisory council.

sfmta real-estate and facilities

vision for the 21st century and

provide as needed services, at a

cost not to exceed $1,060,000 in for a term of five years.

I am with the financing information technology division.

the mta has significant needs to

upgrade its operation in order

to meet the growth in demand that transportation will receive in the growing decade. Given the wide range of

functions under the mta' s jurisdiction, the agency must address the current and future

needs of these various areas,

including transit vehicles,

enforcement vehicles, maintenance shops, operations centers, and administrative offices.

This information is critical for internal purposes and

communicating to our various stakeholders what is required

for the agency to provide services now and into the future for the next decade.

Our current facilities are

spread out all over san francisco, ranging in age from

more than one century, such as

the overhead, 1893 lines for the

muni, to a few years old, like

the muni metro yard, which was built in 2008.

After 24 years of land

acquisition, planning, design, and funding challenges.

Under the jurisdiction of mta

and under least prostitute -- properties, including transit enforcement for shops and

accessible plans with non-

revenue vehicles and towed cars.

We have consolidated our administrative offices into six

floors on one avenue.

In review of our supply and

demand, we estimated that it

might take up to 40 acres to

accommodate all of these needs,

of which approximately 31.35 acres still need to be identified.

The major drivers, now and in the future, are the transit

needs for approximately 17.3

acres, 43% of the new demand, and for towed and impounded

vehicles, which is about 14 acres or 35% of the demand.

It is located under the five-

year mou support plan as the developer for the future of this property. Mta needs to move off of it.

We continue to seek and actively pursue opportunities to improve facilities.

Including this creek facility.

The central subway project, we

are proud to report, on -- as of january 10, we are now the owner

of the chinatown transportation site.

We are under a leasing option to

purchase bancroft avenue.

Our transportation management

center is across the street from

our administrative headquarters ,

the agency determined its need a professional services on this

side, for real estate, in the 21st century. We issued an rfl

p in 2011.

Three of the more qualified.

You can perform, or begin have this performed.

I want to reiterate the sense of urgency. i get calls on this every month

about where the report is, and just coming to this contract now is a little disappointing.

I assume that you did everything you needed to do.

I do want to emphasize that

there are people who are barely anxious to see some kind of

change, or at least some findings and an opportunity to take action, one way or the

other, on that particular site.

If there is any way to expedite

that, I wanted to reiterate the conveyance of what I hear

regularly from the constituents that we represent on that plan.

needless to say, speaking on

behalf of those constituents, we are anxious to see this movement

along and grateful that we have come this far.

As well as the need --

detriment of those barrages to

our financial and operational success.

I know that providing parking is important.

It is a part of what we do.

But we cannot assume that a

parking garage is the right

spate -- the right use for a space that we have.

I think it would be interesting

to see an overall cost-benefit analysis.

Maybe they are not in the right occasion to be turned into leases for vehicles, but they

could partially returned into --

be turned into an overall

analysis on the garages --

we have a significant number of

staff in the real-estate unit

and have traffic and parking under one roof. They should have and should be

looking throughout the agency for real estate needs.

this is work that existing or augmented that it do.

I am sure that the proposed contractor rates are significant on an hourly basis

and would be less if done by city employees.

transportation and affecting of that plan.

Working closely with a whole lot of other folks.

We are in a good position to showcase what we can do in this event that is important for the city.

before get to the plan, I would like to outline the guiding principles that have helped to shape this plan from

its inception in March to its

effort to take transportation is great and it will be no surprise

that the bike share program is

most -- of most interest to me at the moment.

i have used bike share on in

washington, D.C. And I found it incredibly easy to use and useful. I bike almost everywhere.

For me to find a bike share useful, not a big shot.

-- a big shock.

He went to paris

and rode bike share.

To imagine my brother-in-law to

choose to ride bicycles around the city, he would do anything rather than buy. They rode bikes all over paris for about three or four days.

I think the opportunity for the

bike share is absolutely massive.

My concern with that going forward, I am glad we' re going to do a pilot program for the america'

s cup and we have two opportunities to try it out. the one this year and next year. The expansion of that needs to

be considered by s, by the board. I know it is something that the

P.A. Has expressed interest in. It can help with the overcrowding on the 21 hayes and

the 5 fulton.

i could be downtown on a

bikeshare faster.

This is a good opportunity.

I am interested to hear what our

plans are for by sharing post america' s cup.

Again, I cannot overestimate what an opportunity by share is to get people who do not bite

onto bikes and I see Mr. Maddox

in the audience hopefully agree with me.

That is going to be my concern.

It looks like this plan is great. I will do everything we can to support the people plan for the america' s cup. It is a great opportunity to see

how we can move people always -- around without clogging our streets with automobiles. A good presentation, thank you.

Some where are we going to come

up with how taxis can play out in this as well? That will be a major question.

>> yes, we are working with the division at mta and some of the areas of sensitivity that are so

fine grained there in the people plan include how we' re handling the embarcadero design.

One important element is one

lane of the embarcadero during the peace will be reserved for bicycles and emergency vehicles.

like a wide by clean. Cap access is critical. People will need to get two

points along the waterfront, maybe they are taking very connections are trying to get to the view sites.

That could be used by tavis but can access will be allowed where

cars will be steered away by the police officers. We considered cabs to be one of those alternative transportation

that helps people feel ok about

not bring in a car to the heart of activities.

I think judging from the

presentation, a lot of work went

into planning and development of this plan.

one thing I want to make sure

is{ we have pilot programs and of

being a pilot programs for longer we need them to be.

s cup access the same way we' re trying to do

I also

applaud the use of clippers cards for people wanting to come into sentences go.

I think that is a great deal.

give people

who purchase high-value clipper

cards and discount for their ride on the muni.

i think that will draw more people.

I do not know what the capacity is.

It is comprehensive and a thorough report. I have attended many of fans

worldwide where there are tons of people. The world cup and many others.

One of the things about --

besides paychex is the walking paths. People tend to walk more during these events because it is

easier and quicker to get to the event. making sure the signage and walking paths are clear from point to point is very important.

It is more important that there

is a thorough review for pedestrians.

The other thing is accessibility.

Making sure we have enough accessibility vehicles for this event is important.

a lot of people are coming in

from various points and I am not sure if some of the ferries will

have as much availability for accessibility as they do now.

Thinking that paster will be very important for the event.

If we could think about that

point, [Inaudible]

>> I want to emphasize that all the transit vehicles have to be

ada compliant.

All the regional partners are prioritizing the accessible

vehicles and the accessible ferries and trains, all that.

We take that point very seriously.

when I talk to folks about this,

one of the first things they say is how will this impact me as a regular resident?

I do not go to the marina.

I do not know what a yacht is really.

They see these -- the potential for a lot of money flowing back and forth.

It would be very helpful for them to be able to have access

to how this opportunity is going to improve certain aspects

of regular access to services.

In a way that they can distill information quickly so they do not have to shift through and find out there is going to be

augmented service or there is

going to be a new bike pilot, bike share pilot.

If there is any way we can in

our attempts at communication or

media, if we can -- if you will consider putting together something that speaks

specifically to residents and

how will this improve my overall

community during and-or [Unintelligible]

The event would be helpful.

Just to build off of the director'

s comments, it would be exciting to see lots of way

finding and I hope you will

consider in addition to pointing the way for pedestrians but also

putting in how much time it will

take approximately as a pedestrian so if it is going to take 10 minutes to get to a

destination from where a sign is marked, it would be good to know that.

when people are making decisions and they see the next bus will

take 10 minutes for the vehicle to get there and they think, the

sign says I could walk there in 10. I need the exercise and it will

be good for us and everyone would benefit.

If you will take those things into consideration.

From the sf bicycle coalition.

we have been working with the team now for several months. It is gratifying.

People said bikes will be important and not just as an ornament.

It will be important as to how

this event comes off and the bicycle coalition is eager to take advantage of this to help

more people moved around by bike.

lots of great programmatic stuff. Let me speak to how we move

people around and we' re very keen on making sure we take

advantage of this next couple of

events to try some great stuff. And build on that.

To the director oka' s comment. let'

s take advantage of an embarcadero that most people

beyond just these events --

moves people beyond just these events.

We have to make sure that the event day is really wonderful and shows the potential and

takes us on to an embarcadero

that is a great-great straight for breaking.

A great street -- a street we have been talking about compulsory. Looking at the parking map you see that we have the civic

center that is in a prominent location.

people will buy canned park there. How we get them up the street matters. Polk street is key. We want to make sure we can take

people on the shared paychex upholstery.

You will hear us talk more about trials and moving people.

It is a bicycle priorities straight.

Accomplishments I.N.S. -- van ness.

we love the idea of combining that. The team is talking about this.

When I walk up to sign there are many choices. Let' s give people some good

information and they will what can buy.

i reviewed the environmental impact reports. Very familiar with ceqa.

What I would like to impress

upon the city is that we have four rooms in the various

neighborhoods so that the people

understand exactly what this all

means to all san franciscans.

What is happening here is in 18 months, we' re trying to fast track allot.

i hear you are saying somehow

that you understand this.

But when we talk to the engineers and the people who are

involved with construction, they

find it difficult how all this

is going to be fast-tracked.

We have to do it somehow.

we do have some impediments .

If you watch the planning department and they' re talking

about this building or on washington street, the

condominium, coming at the same

time as our construction on the wall that will be done, all these things have to be taken into account.

As has been stated today, we

need to get people quickly to the events.

And again, I am encouraging

whoever is -- to bring the people and explain to them the logistics'

one thing I have noticed

with sunday streets, it comes up public transportation.

It took me an hour to get to a destination where it normally took 30 minutes.

And what I am wondering about is

if this event is not going to

inconvenience people who are not

participating in watching the america' s cup event.

How is it going to affect other public transportation lines?

Are people going to be really inconvenienced? Will people be able to get

downtown if they are conducting business?

What will happen to the President' s surrounding this area? This really has to be factored in.

in respect to the bicycles, the bicycle traffic is going to increase heavily.

That means there is also

increased concern -- there should be increased concern about pedestrians.

I remember where a pedestrian

was run over by a bicycle italy on the embarcadero.

I do not want to see this event repeated again. The chances of repeating this

again occur with greater bicycle traffic.

What is going to be done to address pedestrian safety? these are really concerns we have to look into.

This is, it will raise money for

the city and it May be approved

-- a blueprint for bicycles in the city and the rest of it but you have a responsibility to the citizens of san francisco and the pedestrian to walk the streets. This is not a utopia.

these are hard questions that have to be answered.

I think the residents of the neighborhoods definitely have a stake in this. Thank you.

Although I have avoided being involved in america' s cup and

intend to continue to avoid being in its planning, I have a brief comment.

I sort of agree with Mr. Winer

on this one.

to the extent that there is

additional muni service added to this event, I very much hope it

will not take away from their existing service elsewhere in town. This event is primarily

corporate much in the northeast quadrant. The other three quadrants should

not suffer less service as the results. -- as a result.

Other lines should not lives service. I hope in the planning and implementation of this, john

haley and the operations group will continue to provide service elsewhere in town because this

clearly will not be the only event happening. One of the reasons I have not been involved in planning here

is there is capable and competent staff from mta and other city departments and planning. Thank you.
